Introducing the Compact
  • National Compact launched in 1998
  • The Compact has 5 codes of practice
  • They give groups enforceable rights (like 12
    week consultation periods and full cost recovery)
  • Government recognises the sectors independence
    (right to campaign without risking funding)
  • The Compact has improved sector relations with
    government and even more so with local public
    bodies
  • 4 in 5 areas have a published Local Compact

Why a Commissioner is needed
  • The Compact needs teeth on implementation and
    compliance including an accreditation system
  • It makes so many promises a focus on key
    commitments is needed to make it work properly
  • A Compact way of working needs to be better
    promoted so that partnership is improved
  • Boosting the sectors public service delivery
    role has been slow the funding and procurement
    agenda needs a harder push
  • So, the sector has supported Government proposals
    to upgrade the Compacts mechanisms(Compact
    Commissioner and CE now being appointed)

What can the youth sector do?
  • Use the Compact as a reference point for
    assessing partnership working and engaging young
    people in society, including having a voice that
    is heard
  • Ensure youth organisations are working together
    through networks such as VYON and make Compact
    working a campaigning theme
  • Get youth groups involved in working with local
    public bodies through Local Compacts to
    contribute their expertise and influence service
    and volunteering policy
  • Use the Compact as a way into working with
    government departments on policy and funding
    programmes and holding them to account for their
    Compact performance
  • Lobby the Commissioner on the Youth Sectors
    needs
