Guiding Principles
  • To Improve Communication Between the Core Group
    (Representing the Architect, Contractor and
    Owner) and OSHPD.
  • Collaborate, Really Collaborate and Eliminate
    Critical Issues Early
  • OSHPD to Utilize Color Pencil Concept
  • Optimize the Project Whole, Not the Pieces.
  • Big Picture Schedule, Must be Efficient Process
    for Owner and OSHPD.
  • Utilize Over the Counter Backchecks if Comment /
    Response Time is Deemed 8 Hours or Less.
  • Projects are Networks of Commitment.
  • Owner and Design Team Commit to No Major Changes.
    Once Submitted, Approved Phased Review Elements
    Will be Frozen.
  • Serious Code Issues (Deal Breakers) Must be
    Resolved and Ultimately Accepted by OSHPD prior
    to Progressing to the Next Phased Review.
    Resolution May Occur Through Phone Calls, Meeting
    or E-Mail and Followed Up with Drawings.
  • Increase Relatedness and Build Trust.
  • Keep the Same Individuals on the Project for Its
    Duration (As Much As Possible).
  • Tightly Couple Learning with Action.
  • Make Changes in the Process as Needed to Improve
    Over Time.
  • Document Agreements / Approvals Clearly Utilizing
    LOU (Letter of Understanding) A4s.
