3The Shared Accounting Module (SAM) is an
application developed by Financial Management
Service (FMS) in conjunction with the Federal
Reserve Bank of St. Louis (FRBSTL). SAM will
facilitate the process of validating or deriving
Treasury Account Symbol (TAS) / Business Event
Type Code (BETC) combinations to assist GWA in
classifying financial transactions as they occur.
SAM Background
4The Business Problem
- Governmentwide Accounting (GWA) Modernization
changes certain central accounting parameters
(i.e., timing and information flow). - Disbursement Collection transactions must be
classified to a TAS/BETC combination as early as
possible, thus eliminating the monthly FMS 224
and 1219/1220 reporting cycle. - GWA Master Enterprise Reference Data (Agency
Location Codes (ALC), TAS, and BETCs) must be
readily available to feeder systems for input
validation.
5The Technical Solution
- SAM will
- Leverage existing agency processes to derive a
TAS/BETC. - Serve as the Central Repository for Federal
Program Agency (FPA) business accounting rules. - Provide GWA Master Enterprise Reference Data (TAS
and BETC) to FMS, FPA and the general public. - Validate TAS/BETC data when submitted through a
feeder system.

8SAMs Validation Mode
SAM verifies the TAS/BETC information attached
to a Collection, Disbursement or IPAC transaction
by the FPA is valid per GWAs Master Enterprise
Reference TAS/BETC data.
9SAMs Translation Mode
FPA internal accounting codes that cross walk to
a TAS are referred to as Classification Keys
(C-Keys). SAM will translate the C-Key attached
to a Collection transaction submitted by an FPA
to the appropriate TAS/BETC combination.

Collection, Disbursement, and IPAC transactions
that contain invalid TAS or C-Key information or
no information at all will be assigned to a
default TAS/BETC for GWA reporting purposes.

- The ability to reduce the workload associated
with dual reporting and multiple reconciliations
as required under the current system (224 or
1219/1220 end of month reporting and the
Statement of Difference). - The ability to maintain real-time control over
account code translation rules. - The ability to maintain a single database in
which to enter accounting rules versus having to
maintain the same rules in multiple collection
feeder systems.

- SAM will provide FMS with
- A single source for maintaining similar
TAS-related functionality across multiple feeder
systems. - An accurate, single touch point, to validate
and/or derive TAS/BETC account codes for
financial transactions. This process will
facilitate the GWA system in classifying work on
a daily basis thereby eliminating the need to
perform month-end classifications (224 or
1219/1220 process) when the system is fully
implemented.

A group created to relate ALC(s), in terms of
business commonality (i.e., similar accounting
rules and/or business practices), for which SAM
Users are granted permissions and Cash Flows and
Default Rules are defined. Access Groups can be
further divided into Sub Access Groups.

99 of the time SAM will receive valid TAS/BETC
information on IPAC or Payment Transactions.
On the rare occasion a TAS/BETC is invalid, SAM
will default the transaction to a FPAs

- A TAS/BETC could be invalid because of
- A timing issue Ex TAS/BETC was valid in IPAC
when the transaction was processed, but was
inactive in the SAM database at the time of
validation. - An expired C-Key Value Ex C-Key value points
to an expired TAS/BETC. - An invalid C-Key Ex C-Key not listed on CFP.

by Agency (F3500 for Disbursements, F3502

- The Shared Accounting Module (SAM) was developed
to - Support GWAs strategy of capturing TAS/BETC data
when a transaction is reported, thereby
facilitating the timely and accurate reporting of
Federal Program Agency (FPA) financial
transaction information. - Support the implementation of new, more efficient
and effective business processes for central
accounting. - Eliminate the need to modify up to 30 collections
processing systems to support GWA modernization.

- Cash Flow Profile Information Gathering
- In order to collect Cash Flow Profile (CFP)
information the SAM - Conversion Team has partnered with Agency
Relationship - Management (ARM) to contact FPAs and discuss the
224 or - 1219/1220 reporting process.
- To create a CFP the SAM Conversion Team will need
to - Discuss each collection mechanism used by an FPA
- Determine the of TASs associated with
Collections - Identify internal accounting codes to be used as
C-Keys
