- Primary task of BSN
- to carry out the governance in national
standardization in accordance with the rules and
regulations in place
- Main functions of BSN

standardization cooperation

National Standard (SNI), a number of National
Technical Committee on standard formulation are
established under coordination of relevant
technical institution according to their
capacity - Indonesia TC including a) NTC 61E (e
quivalent with IEC/TC 61) b) NTC 18E (equivalent
with IEC/TC 18) c) etc

- Voluntary versus mandatory
- Indonesian National Standard
SNI is the only national standard which is agreed
by all parties without any duplication in the
formulation. SNI draft is formulated by a Technic
al Committee based on national programme on
standard formulation and coordinated by technical
institutions. SNI draft is approved to become SN
I through processes which ensure national
consensus among relevant parties including
government institution, business organization,
companies, scientist and technologist, producers
and consumers. SNI standard are basically volunta
ry. However, SNI related to community safety,
security and health as well as environment
conservation and or by economic consideration can
be applied mandatory by a technical institution,
part or whole of the technical specification and
or parameters stated in SNI

voltage versus low voltage?
- Same in general, but due to the safety reason
for many people in certain buildings and/or
houses, become more prioritize for mandatory
- High voltage
- More than 35 kV, because from1 until 35 kV we
have called medium voltage
- Low voltage installed products
- 230 V / 400 (3 phases)
- i.e. SNI 04-0574-1989, Low voltage ceramic
insulator body, Compression and tensile strength
- Low voltage plug-in devices, appliances

organizations
SNI are formulated harmonically with
international or regional standards or foreign
national standards by means of adopting or
adapting relevant standards. For example, the det
ail of progress report for harmonization of
priority products for ASEAN Consultative
Committee on Standards and Quality (ACCSQ)WG 3,

Existing StandardsIndonesia
Everyone who concern about standards, its could
be manufacturers, producers, association,
governments experts, as far as they follow the
mechanism.

- How much time is required to complete the process
- Normal time is 6 months, same mechanism as new
standards. - Every five years maximum each SNI ha
ve to be revised by NTC, with same procedures of
new SNI. The result could be same, change or even
withdrawn by consensus meeting.
- When does the revised standard become effective
- After director general of BSN decree about
revised SNI established, the technical
institution will implement the SNIs

- Does it affect products in compliance with
previous version?
- Yes, because many new things maybe according to
the new technology, etc. Like SNI 04-0225-2000
PUIL 2000 versus SNI 04-0225-1987
- What is the timing allowed for new compliance?
- Depend on the decree of government technical
institution concern, both as voluntary or
mandatory SNI, like in the case of SNI-PUIL 2000,
the allowance about 3 years after the decree,
before full implementation, parallel with
notification to WTO

- - The issue is how to make SNI become meaningful
in the market?
- - We need continuos effort like campaign,
socialization or dissemination of SNI to
Provinces government and also other decision
makers like consultants, TORs drafter/planner
for projects tender and even insurance companies.
