Our Mission To be a catalyst for economic growth
in The Research Valley without regard to
municipal boundary, which engages higher
education and private industry in order to
achieve sustainable high quality economic
development success.

Strategic Plan Goal 4 To focus significant
resources and planning activities that direct The
Research Valley on a course to become a
world-class health science/life science
community

  • Market Dynamics
  • OTC Partner led the formulation of a Business
    Plan / Model (a Partner)
  • US spend over 1 B / year in preclinical testing
  • Market is dominated by a few players
  • No Major Players in Texas or Region
  • 500 medical device, biotech, drug discovery
    companies in Texas
  • Few options for preclinical testing in Texas
    (especially large animal with spontaneous
    disease)
  • RD and ETF exiting the State of Texas

W W W. R E S E A R C H V A L L E Y. O R G
12
  • Business Accelerator
  • Currently NO life science business accelerator
space in the Research Valley for emerging
    technology companies
  • Unique opportunity to have life science emerging
    technology companies located at their
    research/lab site
  • Stand Alone Project - 5M not including ongoing
    OM costs

Economic Impact Perryman Analysis If Texas
achieves a concentration of this activity equal
to that of the US and becomes a typical state
with regard to these industries, gains of more
than 12,900 jobs in the College Station-Bryan
area and 131,700 in Texas could be expected as of
the tenth year. If Texas achieves a
concentration of this activity equal to that of
the Minnesota, a state with preclinical
capabilities which achieves a much greater
concentration of the related manufacturing
enterprises, the incremental jobs could be
expected are approximately 16,500 in the College
Station-Bryan area and almost 163,700 in Texas.

14
Economic Impact Perryman Analysis Important
addition to the biotechnology complex in
Texas. LOCATED IN THE RESEARCH VALLEY!! The
TIPS project can lead to sizable economic
gains. The initiatives potential to serve as a
catalyst for development in key growth sectors is
event greater. TIPS IS A PROJECT WORTHY OF
SUBSTANTIAL SUPPORT.

The Science behind it.
W W W. R E S E A R C H V A L L E Y. O R G
16
  • What is Good Laboratory Practices?
  • FDA mandated research required to get a drug or
device approved and into the marketplace
  • The FDA Process (Discovery through Approval) has
    Key Hurdles/Stages

W W W. R E S E A R C H V A L L E Y. O R G
17
  • GOOD RESEARCH, NEEDED, UNIQUE
  • Preclinical animal studies are a necessary part
of drug and device development and Good
Laboratory Practices (GLP) are required by the
FDA for safety studies, prior to approval
  • Improved, faster, and more effective methods to
bring drugs and devices to the marketplace are
needed to treat and prevent diseases.
  • It presently takes 12 years and costs, on
average, 1 billion dollars to bring a drug to the
    marketplace.

W W W. R E S E A R C H V A L L E Y. O R G
18
  • Why Texas AM, The Research Valley?
  • States only College of Vet Medicine
  • Spontaneous animal disease
  • Substantial Tech Transfer/Commercialization push
focused on medical device and drug development
  • The States only large animal GLP Facility
  • Geographical Central in the US and the Texas
    Triangle
  • Provides supportive Infrastructure for Biotech
    industry

W W W. R E S E A R C H V A L L E Y. O R G
19
  • TIPS Vision.
  • To become the leading facility to conduct
    comprehensive preclinical/GLP large animal
studies that will improve the efficacy and
efficiency of drug and device development by
  • seamlessly integrating device and drug
development from basic research/design to imaging
and animal testing through human clinical trials
in order to reduce the cost and improve the
effectiveness of drug and device development
