- Background Rationale
- The state of Arizona has for many years
recognized the need for a common licensing
solution as a means of optimizing business
functions for Arizonas licensing and regulatory
agencies - In the past we have looked at ways in which to
provide an enterprise licensing solution in an
attempt to reduce costs while still meeting the
needs of the agencies regardless of their size or
client transaction volumes - However, in the face of tight budgets, the
implementation of a common system either
centrally hosted or distributed for individual
agency use, had proven to be cost prohibitive.

- Strategy
- GITA, through its contractual management of the
Arizona _at_ Your Service Web Portal is implementing
an automated Common Licensing System for
Arizonas professional licensing and regulatory
agencies - To remedy the cost constraints associated with
such a service, the development and hosting fees
for the Common Licensing System will be
underwritten by the Portal.

- Licensing management functions performed by most
90/10 agencies can be facilitated through a
simple set of common business functions.

- We are planning to implement the first phase of
the Common Licensing System over the next 6-10
months - An initial group of 5 agencies have expressed a
desire to participate in this new service.

- GITA is targeting the 90/10 agencies as
prospects for implementation and - agencies having limited, or antiquated back
office capability. - Subsequent phases will support initial
registrations and docket management - We anticipate 10-20 agencies adopting this
service over the next 12-16 months.

- Objective
- In addition to Common Licensing, the portal
will continue to expand its presence in license
renewal for larger cabinet level agencies - Designed for agencies with existing back-office
license management systems, but lack a user
facing e-commerce capability.

- Efficient Utilization of Web Services (SOAP).

Professionals (DOI) and special licensing of
Midwives, Audiologists, Speech Pathologists and
Hearing Aid Dispensers (DHS).
