Mission Statements
  • 7A/JMTC Mission Statement The forward-based
    7A/JMTC provides world class training to joint,
    combined, NATO, and service component forces and
    leaders in support of the combatant Commander,
    serves as USAREURs focal point for training
    support, and contributes to EUCOMs security
    cooperation strategy.
  • JMTC Safety Office Mission Protect personnel
    and preserve resources by providing continuous
    comprehensive mission risk management (safety)
    support to the 7A/JMTC Commander, and technical
    safety support to joint, combined, NATO, and
    service component forces and leaders in support
    of the combatant commander utilizing 7A/JMTC
    facilities and/or participating in
    Joint/Multi-national live-fire and maneuver
    events in the EUCOM theater of operations.

Range Safety Program Goals
  • Enhance safe, realistic live-fire training, to
    train as we fight.
  • Protect personnel and property while improving
    combat readiness training and help prevent
    fratricide in combat.
  • Protect civilian and military populations who
    live and work in the vicinity of live-fire
    training ranges.

JMTC Range Safety Responsibility
  • Focal point for all range safety related
    questions and issues
  • Coordinate the use of US Forces weapon systems
    with Host Nations
  • Process range deviation requests requests need
    to be submitted by the unit , installation, TSC
  • Review/approve new construction, modifications,
    and repair of existing and proposed ranges,
    ensure same standard is utilized throughout
    USAREUR AOR
  • Inspections final acceptance, annual, OIPs, and
    courtesy
  • Determine feasibility of conducting non-standard
    firing scenarios on LTAs, MTAs, and Host Nation
    ranges in the USAREUR/EUCOM AOR

  • Transfer of Range Safety responsibility to
    7A/JMTC Safety
  • USAREUR Task Order 07-0247, 22 Apr 07 -
  • TRANSFER OF AUTHORITY FOR ALL TRAINING AREA RANGE
    SAFETY ISSUES TO 7TH Army JMTC
  • Effective immediately, 7th JMTC assumes
    responsibility for all training area range safety
    issues including responsibilities in contingency
    areas within the European theater from HQ USAREUR
    (safety and occupational health division).
  • Range usage, surface danger zone deviation and
    training waiver authority is delegated to
    Commander JMTC

LTA Range Safety- Questions
  • Is JMTC taking over infrastructure financing
    e.g. sand change out, repairs to baffles etc.?
  • Current policies with TSC, RTSC, RTLP and remains
    in effect.
  • What is the Garrison's responsibility for the
    ranges e.g. answering noise complaints, dealing
    with local officials etc, PAO support, Reviewing
    site and construction plans.
  • Garrisons remain primary POC for the local
    community, repair and maintenance, development
    and review of construction plans. JMTC Safety has
    final range safety approval, without this
    approval no modifications, upgrades, renewals are
    authorized.
  • Is JMTC going to initiate an MOU with effected
    garrisons outlining responsibilities.

MWR Use of JMTC Ranges
  • Purpose The MOA is made between JMTC and IMCOM-E
    regarding the use of military firing ranges
    within the control and management of JMTC for
    recreational live fire purposes.
  • Requirements specific to a particular range, such
    as firing times, noise abatement, types of
    authorized weapons, authorized calibers, etc.
    will be established locally between the TSC
    representative and the Garrison MWR
    representative and by separately documented
    annexes that become part of this agreement by
    incorporated reference.
  • Annexes will be reviewed by JMTC Safety to ensure
    ranges can support types of weapons and shooting
    procedures being conducted.
  • MWR programmers will appoint OIC and RSO on
    orders and certification will be forwarded to the
    local TSC representative, Garrison Safety Office,
    and IMCOM-E MWR Business Branch.

Range Safety - OCONUS
  • AR 385-63, 19 May 2003
  • Range operations outside the United States
  • Standards and procedures contained in DA Pam
    385-63 apply to range operations conducted by
    U.S. Armed Forces training outside the United
    States.
  • Operations will be conducted according to U.S.
    regulations and/ or host nation agreements,
    normally whichever is stricter.

Range Safety - Deviations

Range - Explosive Site Plans/Submission
  • Site Plan/Submission is not required for
  • For firing ranges with approved SDZ
  • Range support facilities that are only used to
    store and handle HD 1.4S munitions
  • Site Plan/Submission is required for
  • Range support facilities (e.g., ammunition
    holding area, storage pads, resupply points,
    ammunition transfer points (ATPs), loading docks,
    burn pads, and handling areas) that are designed,
    constructed, and used for recurring ammunition
    operations and that are located on or near ranges
    require explosives safety site plans.
