- 900 Welcome
- 915 BMD Program Overview Capability Based
Acquisition - 945 KE Boost Program Acquisition Strategy
- 1030 BAA Instructions Review
- 1100 Questions and Answers
3BMD PROGRAM OVERVIEW CAPABILITIES BASED
ACQUSITION
4SECDEF DIRECTION
- Defend The U.S., Deployed Forces, Allies and
Friends - Employ An Integrated Ballistic Missile Defense
System (BMDS) That Layers Defenses To Intercept
Missiles In All Phases of Their Flight Boost,
Midcourse and Terminal Against All Ranges of
Threats - Enable Us To Field Elements of the BMDS As Soon
As Practicable - Develop And Test Technologies Using Principals of
Evolutionary and Spiral Development To Improve
the Effectiveness of the BMDS by Inserting New
Technologies When They Become Available - Be Prepared to Use Test Assets to Provide
Emergency Capability
5GOALS OF BMDS PROGRAM
- Single BMD Acquisition Program With Goal Of
Deploying Incremental Capabilities As Soon As
Practical - Start With What We Know Build On The Technical
Progress Made To Date Without Losing Focus - Get Reasonable Capability In The 2004-2008 Time
Frame - Move To A Layered Defense Soonest
6ENGAGEMENT PHASES
7LAYERED MISSILE DEFENSE
Space Sensor
Midcourse Defense Segment (MDS)
- Continuous, Global Coverage
Boost Defense Segment (BDS)
Terminal Defense Segment (TDS)
Layered Defenses
- Destroys Missile Regardless of Aim Point
Potential For Global Defense
- Defends Localized Areas and Critical Assets
- Multiple Engagement Opportunities Increase
Likelihood Of Success - Complicates Efforts Of Adversaries
- Overcomes Countermeasures

9WHY CAPABILITIES-BASED ACQUSITION ?
- Get And Stay Ahead Of Potential Adversaries
- Cannot Know With Confidence What Nation,
Combination Of Nations, Or Non-State Actor Will
Pose Threats To Vital U.S. Interests Or Those Of
U.S. Allies And Friends - Can Anticipate Capabilities An Adversary Might
Employ To Coerce Neighbors, Deter U.S. From
Acting, Or Directly Attack U.S. Or Its Deployed
Forces - Need A Flexible Strategy To Exploit BMD
Capability Opportunities - Details To Be Coordinated With Joint Staff,
Services

15NOTES ON PROGRAM FRAMEWORK
- Although there has been considerable study of
boost phase intercept concepts in the past, the
current KE boost program is essentially a new
start - A new strategy based on the BMDS
- Leverage current state of technology
- Current effort will leverage previous BPI work
wherever possible - Much of the detail for the long range KE boost
plan has yet to be defined - Activities such as critical experiments,
technology demonstrations, and concept definition
and assessment will define out year efforts - FY02 is a defining year for KE Boost
- Considerable growth in KE boost activities is
programmed through the FYDP - Actual activity levels will depend on progress
toward realizing a useful KE boost capability
