- The Public Schools System requires that
individual students develop and demonstrate first
grade reading skills to advance to the second
grade. Developing reading skills is a challenge
for first graders. First graders, whose primary
language is other than English, have an
additional (language) barrier to overcome in
order to develop their reading skills.

- 28 million Americans ages 5 and older speak
Spanish at home. - 31 of children from Spanish speaking homes have
limited English proficiency (LEP). - Hispanic children with LEP perform below their
grade level in elementary school - Budgetary cuts are reducing the number of
bilingual teachers. - Department of Education Census, 2004

help children overcome language barriers.
