SPAN
  • San Bernardino County Partners Aftercare Network
  • Program Manager II Louis Hodnett
  • Project Manager - Gary Bastajian
  • Clinic Supervisor - Ben Cooley

2
Our Situation
  • San Bernardino County has a N of 2400. 1200 in
the treatment as usual group and 1200 in the
    demonstration group.
  • It is a challenge to get enough participants to
meet the N, but we are essentially on track

How Did This Happen?
  • The SPAN grant commenced July, 1999.
Unfortunately, our county received a late start
due to county procedural issues. We officially
accepted participants into our program on April
    03, 2000
  • No Probation involvement results in higher need
    for case management

5
How Did This Happen?
  • A large number of inmates are not eligible to the
program because of the following reasons

6
Reasons for Non-Inclusion

    county 14Sentenced to Prison 130Sentenced

Alternatives Considered
  • -Capture cite and release
  • -Expand admission criteria
  • -Change referral process

8
Alternatives Considered
  • Change Referral Process
  • Referrals from JMHS clinicians
  • Look at all JMHS referrals from Deputies and
    nurses without JMHS screening
  • Use list of all inmates who are either on
mediation or have been referred for medication

9
Decisions re Course of Action
  • Use list of all inmates who are either on
mediation or have been referred for medication
  • Capture cite and release
  • Expand admission criteria
  • Limit the duration and type of case management

10
Our Vision for the Future
  • Our goal is 2400 participants in SPAN by the end
    of the grant period
  • To accomplish this, the program will need to
average 20 new participants per week
  • Since we came short 112 participants in the first
year of the grant, we will increase our expected
N for the 2nd and 3rd grant year by 56
    participants per year, respectively

11
Summary
  • The expansion of the inmate admission criteria to
consider inmates who have mental disorders of
less severity, but who may be of risk for future
incarceration has helped to increase the number
    of participants in SPAN
  • Limiting case management services to linkage,
secure funding, and housing provides more time
    clinicians to provide assessments
