HSS Grant in CambodiaA-Background

• HSS is a component of GF Round 5 started on 1st
  November 2006
• There are 3 institutions that have received the
  grant
• Department of Planning and Health Information
• Department of Drugs and Food
• MEDiCAM umbrella organization for health NGOs
• Total budget is 1,841,600 USD for the first two
  years

HSS Grant in Cambodia B- After eight months of
implementation (1)

• Referral hospitals able to implement AOPs
  according to the MoH guidelines
• Curriculum for provincial staff in a variety of
  skills, finalized
• Regional meetings with partners conducted
  regularly

• More provinces and central institutions submit
  AOPs on time and in line with MoH formats
• Batches of drugs tested, met the Quality Control
  Criteria
• The Health Strategic Plan (2008-2015) is in
  progress, with focus on multi-donor aid
  harmonization

Fund Support

• Enhanced capacity in establishing Annual
  Operational Plan (AOPs)
• Accuracy, timeliness and completeness in HIS
  reports
• Improvement in drug management and inventory
  systems
• Improvement in HSS will lead to better impact in
  alleviating the burden of the 3 diseases
• Linkages have been reinforced between public
  system and health development partners through
  TWGH

HSS Grant in Cambodia D- Issues of Concern (1)

• There are no specific indicators for HSS
• There are no clear guidance from GF for HSS
• Grant negotiation for HSS took a long time as the
  indicators were too broad
• Limited human resources in sector-wide joint
  planning, monitoring and evaluation
• GF reporting timeframe does not match with the
  existing HIS reporting period

• Limited involvement of implementing agencies
  during proposal development
• Achievements completely dependant on several
  government departments functioning together
• Changing or adding new indicators after proposal
  approval causes confusion

• Continuation of fund for HSS component needs to
  be seriously considered
• Standardized HSS indicators should be developed
  (if possible)
• Changes or adding new indicators after approval
  should be avoided
• Useful to align GF reporting timeframe with the
  existing HIS timeframe
