JEFX 99 Collaboration Environment
  • Description
  • Distributed, collaborative Air Operations Center
with 3 primary sites and 21 fixed, afloat and
    airborne locations
  • Two tools used
  • Collaborative Virtual Workspace (CVW)
  • InfoWorkSpace (IWS)
  • Supported 1600 accounts, averaging 300
    concurrent users
  • Used for preparation of Air Tasking Orders, daily
    Commander briefings, coordination of Air
    Operations Center activities

Examples of CT Usage during EFX
(Pg. 1 of 2)
  • JFACC Briefing
  • Two daily briefings to JFACC, attended by 80 (as
high as 97) distributed users (Rear, Forward,
    Sites) in 2 virtual rooms
  • CT Web objects in the JFACC Briefing Rooms were
linked to PowerPoint-in-HTML briefings located on
    the Collaborative Web Server
  • CT was vehicle for enhanced situation awareness -
    users could view briefings asynchronously
  • ATO Football
  • Process and vehicle for assembling ATO inputs
  • CT notes were used for workflow checklists
(intra- and inter- team) and coordination sheets
  • CT folders were the vehicles for assembling the
component files and for passing each football
  • CT enabled the concurrent passing of multiple
    footballs

9
Examples of CT Usage During EFX
(Pg.. 2 of 2)
  • Sharing screen shots, checklists, imagery, maps,
    etc.
  • CT whiteboards were used to keep certain TBMCS
and other screen displays available in various
virtual workspaces ready for quick reference,
    collaborative discussions and group annotation
  • Pre-built CT whiteboards were formatted as
    collaborative action item checklists, for
example, the Joint Search and Rescue Incident
    Checklist
  • Hotlists
  • CT user groups, assembled by individual operators
and carried in their CT briefcases enabled rapid
access to that group of key personnel for
    immediate
  • document dissemination
  • warning and assembly notification
  • crisis action

10
Summary of CT Usage and Impacts
  • Enabled significant reductions in the ATO cycle
    time
  • Enabled AOC operational process re-thinking, for
    example
  • Allocation of AOC functions for optimum split
    operations
  • Continuous, dynamic ATO generation
  • Alternatives for preparing and presenting the
    JFACCs briefings
  • Allowed flexible experimentation with changes and
    improvements to AOC support operations
  • Enhanced battlefield situation awareness across
    distributed C2 elements
  • Supported multiple classes of users operators,
    controllers, assessors, system providers, network
operators, network managers, IW teams, software
    developers and helpers

Overview
  • Problem Statement
  • JEFX experiences
  • Lessons Learned
  • Way Ahead

12
Lessons Learned
  • Users have adopted Collaboration Technology and
    want it fielded right now
  • Must be integrated into daily work flow or its
only used as an audio tool over IP
  • Must be integrated within C2 battle management
    environment
  • Develop Standards
  • Define collaboration environments, tools --
    provide standards
  • Develop Conops for daily and C2 operations uses
  • Comm, comm, and more comm (and the correct
    network)
  • Migrate collaborative capabilities and apply
lessons learned from JEFX to training exercises
(e.g. Blue Flags, RS, PW, UFL)
  • Need to document and widely distribute lessons
learned from EFX experience on collaboration
  • Provide roadmap for selecting CTs, conducting
    rollouts, articulating factors contributing to
    successful use, etc.
  • Manage expectations
