• Missouri Revised Statute 177.073. 1 (3)
• Authorizes School Districts to sell real and
  personal property no longer required for
  operation of the school program.
• Policy
• DN Sale of Surplus School Property
• Local Policy authorizing the sale or lease of
  real and personal property no longer required for
  the operation of the school program.

• Identifies who, what, and when of how to sell
  items.

Process

• Identify Surplus Property
• Usually building level staff. Need approval of
  Building/Department Administrator
• Superintendent or Designee notified
• Can surplus property be used somewhere else in
  the district
• List submitted to BOE for approval

Process

• Items listed on auction website for sale.
• Auction is closed.
• Winning bidder pays for item and picks it up.
• Pay commission to Auction website
• From 12/1/05 4/21/06 over 20,000 in gross
  sales of surplus property

Online Auction

• NKCSD uses GovDeals.com to auction off surplus
  property after it has been approved by the BOE
  for disposal
• BOE approved agreement between the District and
  GovDeals.com
• Minimum listing fee of 5 per item or 7.5 of
  auction price, whichever is greater Percentage
  is less for bid price over 100,000

Steps

• School Notifies Director of Purchasing
• Warehouse staff picks up item(s)
• List submitted to BOE at regular meeting
• After approval items listed on website for one
  week
• Winning bidder is to pay and pick up items within
  10 business days of close of auction

Why did we do it?

• Collect new revenue for items we were paying to
  dispose of.
• More cost effective than a regular auction
• Do auctions year round as items are available
• Show our patrons that we are not being wasteful
  with items no longer needed.
