Title: Grenada Sustainable Energy Plan
1Grenada Sustainable Energy Plan
- Stakeholders Meeting
- April 5, 2002
2Grenada A Clean Energy Nation
- The Government of Grenada, via the Ministry of
Communications and Works, has expressed its
commitment to increasing the sustainability of
the energy sector. - Sustainability may be achieved through increased
use of renewable natural resources, increased
energy efficiency and conservation, and improved
transportation systems.
3Goals of a Clean Energy Nation
- Increased economic development
- Reduce fossil fuel imports
- Increase development of domestic natural
resources - Lower energy costs
- Attract technology transfer/foreign investment
- Improved environmental protection
- Local environment (improved tourism appeal)
- Global environment (mitigate climate change
emissions)
4Defining a Course of Action
- The Government of Grenada, in collaboration with
the Global Sustainable Energy Islands Initiative
will prepare the way for Clean Energy Development
through the development of a Sustainable Energy
Plan - Articulate national goals and priorities for the
energy sector - Establish specific energy sector targets
- Renewable energy utilization
- Energy efficiency/conservation
- Articulate actions required to achieve the stated
goals
5Elements of a Sustainable Energy Plan
- I. Current Energy Framework
- Legal Structure (Utility/Regulation)
- Generation portfolio
- Installed capacity
- Demand characteristics
- Key consumers (tourism, medical school, light
industry, government, etc.) - Projections for expansion
6Elements of a Sustainable Energy Plan (Cont.)
- II. Energy Sector Targets
- Demand reductions (DSM EE)
- 2005 Reduce demand by X X MW installed
- 2010 Reduce demand by X X MW installed
- Renewable Energy Installations
- 2005 X MW (X of projected demand)
- 2010 X MW (X of projected demand)
- GHG Emissions Reductions X reduction in diesel
consumption/X reduction in GHG (TOC)
7Sustainable Energy Plan
- III. Sustainable Energy Technologies
- Renewable Energy Systems
- Wind energy systems (primarily grid-tied wind
farm) - Geothermal power station (grid-tied)
- Biomass power station (grid-tied or
co-generation) - Solar photovoltaics (site-specific applications)
- Solar thermal H2O (site-specific applications)
8Sustainable Energy Plan
- III. Sustainable Energy Tools
- Energy Efficiency Measures
- Commercial sector reductions (incl. Tourism)
- Residential sector reductions (DSM)
- Industrial sector reductions (efficient
machinery) - Transportation Sector Measures
- Alternative fueled vehicles
- Increased efficiency of fleet
- Improved roads/transportation systems
9Proposed Actions to Achieve Targets
- IV. Assessment of Market and RE Potential
- Integrated Sustainable Development Plan
- UWI Report on Wind
- V. Promotion of Grid-Tied Renewables
- Affect Electricity Pricing
- Offer private power developers tax relief for RE
investments - Incorporate environmental externalities in
calculation of generation costs - Encourage private sector investment in generation
(demonopolize the dector - G,T,D)
10Proposed Actions to Achieve Targets
- V. Promotion of Grid-Tied Renewables, cont.
- Generation Expansion - Technology Selection
- Renewable energy portfolio standard (require
10-30 of installed capacity from renewables) - Increase human capacity/awareness
- Establish training programs
- Launch national education/awareness program
- Renewable Energy Financing
- Create a dedicated renewable energy fund to
concessional financing
11 Proposed Actions to Achieve Targets
- VI. Independent Solar Energy Initiative
- National Solar Water Heating Initiative
- National awareness initiative
- Tax relief for solar water heating system
purchases - Encourage solar PV system deployment
- Attract solar manufacturer/assembly plant
investment
12IV. Proposed Actions to Achieve Targets
- VII. Energy Efficiency Initiatives
- Public buildings energy efficiency retrofits
- Initiate comprehensive capacity building
initiative - Catalyze the establishment of ESCOs
- Launch national DSM program
- Participate in Caribbean EE Program (CEAP)
- Establish appliance and building norms and
standards - Create/promote hotel Green Globe Program
13IV. Proposed Actions to Achieve Targets
- VIII. Cross-Cutting Electricity Issues
- Analyze potential for electric utility reform
- Open opportunities for IPPs
- Establish a CDM strategy
14 Proposed Actions to Achieve Targets
- IX. Transportation Sector Reforms
- Establish alternative fuel vehicle demo fleet
- Impose regulations for higher efficiency among
vehicles - Improvements in public transportation systems
