In a nutshell.
- 5 countries (China, DPRK, Mongolia ROK,
Russia), in partnership with GEF, UNDP,
UNOPS - and with a budget of 6.8m over 2 years
- Managed, implemented and driven by
countries through a network of regional
lead agents and national expert institutions
(TumenNET) - 5 project components (science,
information, community, survey, policy) each
managed and led by one of the five countries -
Extensive use of specialists from the region
enhances national ownership and facilitates
long-term sustainability after cessation -
Project Coordination Unit responsible for overall
quality control, coordination and for
provision of resources to countries

opportunities...
(1) To ensure the SAP is sustainable and can be
implemented by national governments - with or
without UN/GEF assistance (2) To involve
communities to the extent possible and ensure the
SAP process is supported by local people (3) To
lay the foundations for private sector
involvement to facilitate access to non
government capital and investment (4) To
deliver project outcomes on time and within
budget and to involve all stakeholders -
equitably and fair

Issue 1 - sustainability
Countries manage and drive the project, while
international experts provide initial
guidance, training only - national ownership
Transformation from the scientific to the
political process (TDA SAP) supported by
inter-governmental MOUs that involve foreign
affairs, line ministries, provincial governors -
political acceptance Regional networks are
developed and maintained by national
governments that pave the way towards national
acceptance and regional cooperation among
countries - regional political dialogue Use of
experts from the region ensures that expertise
and know how stay at home and do not leave
with the international experts at the end of
the GEF intervention - sustainable knowledge base

Private capital / entrepreneurship can complement
public funding but requires long-term policy

Cooperation agreement with the Federation of
Korean Industries as a precursor to similar
industry involvement with other countries
MOU of Provincial Governors to cooperate in
biodiversity and international water
protection and green business promotion Green
investment or green business is defined broadly
as a private or public sector activity that has
environmental net benefits and that aims,
directly or indirectly, to protect the
environment, reduce environmental risks, or
minimise pollution and the unsustainable use of
resources. It is socially responsible and
involves those parts of society that are affected
by its impact. It employs best practice
environmental management principles in a dynamic
process that is subject to constant improvements.
