CAPABILITY ENHANCEMENT OF LGUS IN METRO MANILA
IN ANTI-SMOKE BELCHING As of September 2000,
only 4 of the 17 Metro Manila LGUs operational
ASB. Formation of additional teams and
acquisition of equipment is essential. Under
MMAQISDP-MMDA component, MM LGUs will be trained
and equipped for efficiency and enable them to
address their concerns on motorized tricycles
through the use of gas analyzers that will be
provided under the program. Computerized ASB
information link shall also be established.
DETERMINATION OF REQUIREMENTS FOR ASB
APPREHENDING TEAMS in Metro Manila
To eliminate smoke belching in Metro Manila by
end of 2003, at least 19 anti-smoke belching
apprehending teams must be in place by 2001.
Targets, standards, protocols and team
composition shall be harmonized to ensure
uniformity of approach to achieving the overall
goal without infringement on local autonomy. Cost
requirements of operating an ASB Team was also
determined to serve as a tool for programming
funds that will sustain roadside enforcement
activities. A team of seven personnel will need
close to 5 million pesos annually (inclusive of
incentives) for personal services, equipment
outlay, and maintenance and other operating
expenses to conduct roadside inspections and
apprehension of violators. Considering a target
of 50 apprehensions per day, operating on a
200-day period, and assumption of 25 recidivism
on the part of the violators, the team can
generate an annual revenue of around 12 million
pesos. From the result of the economic
estimates, the LGUs can easily be motivated to
put up teams provided they are assured of return
(at least) on their minimum investments. This
can lead to fielding of more teams that will
eventually deter violation because of higher
capacity of the region on enforcing the motor
vehicle standard along the thoroughfares.
