American Recovery Reinvestment Act 2009

General Principles
  • For all competitive awards, we are treated just
    like a state. For formula funds, we are treated
    as outlying areas and subject to conditions
    under normal formula granting periods
  • Primary goals include job creation
    sustainability, investments into science
    health, transportation, environmental protection,
    long-term infrastructure, and state fiscal
    stabilization.
  • Preference for funding for activities which can
    expend at least 50 of awarded funds no later
    than 120 days from enactment.
  • The Governor must certify that 1)We plan to use
    funds made available in the act 2) the funds
    will create jobs and promote economic growth.

Funding Types
  • Formula Grants No later than 30 days from
    enactment or upon obligation of the
    appropriations.
  • These monies are non-competitive and should be
    awarded within the specified time frame from
    grantor agencies.
  • Competitive Grants We should be ready to move on
    these now.
  • As the funding opportunities become available on
    grants.gov or recovery.gov

Use It or Lose It
  • For infrastructure projects, preference will be
    given to projects who can use at least 50 of
    funds within 120 days of enactment.

Infrastructure Investments
  • Funds either awarded or obligated to these
    projects will be posted on recovery.gov
  • Description, purpose, rationale for funding,
    total costs.
  • Local agencies must go through local vetting
    process and receive certification from the
    Governor to apply for infrastructure investments.
    Funds will not be awarded without certification
    from the Governor.

Awards and Bidding
  • Fixed-price contracts are preferred
  • FARs apply and competitive bidding is required

CNMI Plan of Action
  • Identify which agencies can apply for funding
    under the ARRA.
  • Identify what the projects/programs needs are for
    those agencies.
  • Begin application process for competitive
    dollars.
  • Identify grant writing resources within the CNMI
  • Allocate resources accordingly to achieve strict
    timelines

Proposed Time Table
  • Department heads are to go to the titles in the
    act that deal specifically with their agencies
    and identify funding pots and federal agencies.

  • Department heads to identify projects and
    programs to funded under ARRA (Due Date
    02/25/09)
  • Department heads are to run their projects
    through a CNMI Matrix to ensure that the projects
    qualify for funding and meet guidelines

  • Applications for federal agencies are to be
    downloaded from grants.gov and begin filling out
    (Due Date 02/27/09)
  • Scope of work and RFPs to Eloy (03/05/09)
  • Infrastructure projects to OMB (03/13/09)
  • Department of Commerce will track each
    departments progress towards timeline and report
    to Governor and Lt. Governor on progress
