Status of Key Issues

• Transportation Center and School
• No resolution on initiative to retain watercraft,
  rail and stevedore training at Fort Eustis
• Installation Management
• DoD approved establishment of test programs at
  McGuire AFB/Lakehurst/Fort Dix, Fort
  Lewis/McChord AFB and Anacostia Naval
  Station/Bolling AFB

The Implementation Planning Process

• Assistant Chief of Staff for Installation
  Management issued Implementation Plan Guidance
  for U.S. Army Base Realignment and Closure 2005
• The guidance requires the establishment of 14
  separate implementation plans
• Plans are being developed now in order to
  influence the budget requirements for FY 2007
• Plans are being developed based on the
  recommendations, while understanding that the
  final decisions may be somewhat different

The Way Ahead

• - 8 Sep Commission submits findings to President
• - 23 Sep President approves list or sends it
  back to Commission for further consideration
• - 20 Oct Commission issues revised findings if
  President rejects initial findings
• - 7 Nov President approves or rejects revised
  findings and sends to Congress
• - Congress has 45 legislative days to enact a
  joint resolution disapproving the Presidents
  recommendations on an all or nothing basis or the
  recommendations become binding.
