Telephone Numbers are the Means By Which
Consumers Access Services via the PSTN
  • Consumers have always used telephone numbers to
    access both telecommunications and information
    services via the Public Switched
    Telecommunications Network
  • Local and Long Distance Voice Services
  • Fax Services
  • Voicemail Services
  • Weather, Sports and Information Services
  • Dial-up Internet Access
  • Consumers should continue to be able to use
    telephone numbers to access all types of
    services, including IP-Enabled Services
  • The FCC should ensure that telephone numbers are
    available on a timely, non-discriminatory basis,
    to all service providers.

Numbers are the Fuel of Competition
  • The FCC has ruled that under no circumstances
    should consumers be precluded from receiving
    telecommunications services of their choice from
    providers of their choice for want of numbering
    resources. For consumers to benefit from the
    competition envisioned by the Telecommunications
    Act of 1996, it is imperative that competitors in
    the telecommunications marketplace face as few
    barriers to entry as possible. California PUC

  • The same reasoning applies to the IP-enabled
    services marketplace.

Telephone Numbers Must Be Used As Efficiently As
Possible
  • The FCCs optimization measures should continue
    to apply to all numbering resources regardless of
    the type of service consumers use the number to
    access.
  • The best way to optimize numbering utilization is
    to ensure that any single number can be used to
    access the maximum type of services possible
    (e.g., wireline, wireless, IP-enabled,
    telecommunications, information) across the
    greatest geographic area possible (e.g., overlays
    are preferable to area code splits).
  • Reduces the chances that numbering resources will
    be stranded due to changes in the marketplace
  • Ensures that numbering resources can be allocated
    where needed
  • The inherent mobility of IP-enabled services
    should not preclude consumers from using
    geographic telephone numbers to access them.
