2What is Stormwater?
- Stormwater Runoff - Water that washes off the
land after a rainstorm, which does not infiltrate
into the soil and runs off the land. General
Definition - (14) Stormwater runoff means precipitation and
snowmelt that does not infiltrate into the soil,
including material dissolved or suspended in it,
but does not include discharges from undisturbed
natural terrain or wastes from combined sewer

ACT Amendments of 1972
FEDERAL WATER POLLUTION CONTROL ACT (33 U.S.C.
1251 et seq.) AN ACT To provide for water
pollution control activities in the Public Health
Service of the Federal Security Agency and in the
Federal Works Agency, and for other purposes. Be
it enacted by the Senate and House of
Representatives of the United States of America
in Congress assembled, TITLE IRESEARCH AND
RELATED PROGRAMS DECLARATION OF GOALS AND
POLICY SEC. 101. (a) The objective of this Act is
to restore and maintain the chemical, physical,
and biological integrity of the Nations waters.
In order to achieve this objective it is hereby
declared that, consistent with the provisions of
this Act (1) it is the national goal that the
discharge of pollutants into the navigable waters
be eliminated by 1985

of special interest groups, including VTrans. - Recognizes two ANR permitting programs

- Unimpaired waters Waters that meet the Vermont
Water Quality Standards. The majority of surface
water in Vermont. - Stormwater -Impaired Waters Waters that do not
meet Vermont Water Quality Standards due to
stormwater pollutants. 17 stream in Vermont.
Most in Chittenden Co. or near ski areas. - Waters can be impaired for other pollutants
27Permits related to Act 140for Stormwater-impaired
waters
- No general permits are available at this time.
But each stormwater impaired water will have a
Total Maximum Daily Load Study (TMDL) and a Water
Quality Remediation Plan (WQRP) or a general
permit. Deadline is September 30, 2007.
28Stormwater Management Rule
- Rulemaking process state by October 15, 2004 and
adopt by June 15, 2005 - Projects involving ONE ACRE or more of impervious
surface require a permit. - Pavement Management projects exempt, see
Redevelopment in Act 140 definitions - To aid in the process VTrans is helping fund and
guide the Stormwater Advisory Group (SWAG)
