• Parents should be supported with intensive health
  visiting in the early years where necessary to
  enable every child to be SCHOOL READY at 4 or 5
• All children should leave school with the basic
  social and emotional capabilities to be WORK
  READY
• Before first pregnancy, every teenager/parent-to-b
  e, capable of non violent parenting, attunement
  with babies and successful emotional development
  of child i.e. CHILD READY

• Government strategy should be to reduce the
  massive costs of failure by using the modest
  costs of early intervention. Financial
  instruments are being devised to use future
  savings to invest now
• Nottingham as large-scale test area Early
  Intervention City
• National UK agency to assess and hallmark best
  policies as in the USA

EARLY INTERVENTION CITY

• The definition of Early Intervention is that
  which tackles deprivation by breaking the
  intergenerational cycle of underachievement 0-18
  enabling every child to be school ready, work
  ready, and child ready.
• This is done by supplying early interventions
  through the full generation 0 to 18 years to
  ensure the pre-requisite personal and social
  skills are in place at each stage.
• This is more effective and low cost than the
  massive financial and social costs of late - and
  only ever partially successful remedial action.
  
• There is strong political support for this
  concept at national and local level, including
  for Nottingham being Early Intervention City.
• Officials and officers are now working to propose
  a series of practical interventions that can be
  endorsed across the Partnership.
• A 20 YEAR CRIME PREVENTION PLAN
• A 20 YEAR SKILLS AND EMPLOYMENT PLAN
• A 20 YEAR HEALTH DEVELOPMENT PLAN
• A 20 YEAR COMMUNITY BUILDING PLAN
