1Geographic Information System
RIGHT-OF-WAY PLATS
2The North Dakota Department of Transportations
Right of way plats are on record at the North
Dakota County Recorders Offices throughout the
State, archived at the North Dakota Heritage
Center and were scanned into Portable Document
Format (PDF) files and placed into the Geographic
Information System (GIS).
3The North Dakota Department of Transportations
historic Right of way plats that were on the 4th
floor of the transportation building and created
before January 2005, are stored at the North
Dakota Heritage Center, Archive/Library. Note
The plats are not accessible to the public at the
present time. Research for plats must be
approved by Records Management, through email
or phone call to Ramona Bernard, Mary Hayden, or
Rita Silbernagel.
4Once the research is approved by Records
Management and if necessary the person making
the request may be able to go to the North
Dakota Heritage Center shown below. These doors
are to the north entrance of the Heritage Center
5The Archive/Library sign is to the right of the
north doors inside of the Heritage Center
building. Follow the arrow through the hallway
as shown below.
6The Archive/Library is located behind these
doors. The request for a particular plat should
be called in advance to Records Management,
with the name and mile point of the highway.
7The Right of way plats are kept on the 3rd floor
of the Heritage Center, which is accessible to
the Archive staff only. They are stored in the
same cabinets that were on the 4th floor of the
Transportation building and in the same order as
shown below.

8All Mylar Right of Way Plats stamped and signed
after January 2005 are stored at the County
Recorders Offices Only After the plats are
stamped and signed a PDF is created and placed in
GIS which may be accessed through the MyNDDOT
Intranet or the NDDOT Home Page on the Internet
(www.dot.nd.gov).
9The right of way plats may be accessed through
the MyNDDOT on the Intranet by clicking on the
Divisions and Districts tab or the GIS tab.
Click on the Divisions District Tab
10From the Division and District page Click on
the Design tab
11From the Design page Click on the Online
Right of Way plats tab to access the state map.
Click on the Online Right-of-Way Plats tab.
12Another way to access the right of way plats from
MyNDDOT on the Intranet click on the GIS tab

13Which will open the OnRAMP page, then click on
the Applications Link shown below.
Click on Application Links
14On the Application Links page, under the
ArcIMS Applications click on the Right of Way
Plats tab.
Click on Right-of-Way Plats to access GIS
15Both methods from the MyNDDOT on the Intranet
home page bring up the state map of North Dakota.
You can zoom into the desired area by rubber
banding or by clicking on the Zoom tab at the
left. Before continuing from the state map the
next slide is of the NDDOT Internet home page
16Accessing the Right of Way Plats from the NDDOT
home page on the Internet www.dot.nd.gov
From the NDDOT home page, click on the Business
Tab
17From the Business page under Business Links
on the left or the Online Services below the
Business tab.
Click on GIS and Mapping under the Business
Links or Online Services
18From the GIS and Mapping page and under
Interactive/GIS Maps click on the Right of Way
Plats tab.
Click on Right of Way Plats to access the
electronic version of the plats
19This brings up the map of North Dakota the same
as on the Intranet. The tools are set up
differently however the map still works the
same as the other one seen from the Intranet.
20Click the Zoom In tab at the top on the left,
then click and drag a box around the desired
area. Or click on the Zoom To tab on the left.
Pull downs are made available under the map with
choices of the Section-Township-Range, Mile
Marker, City, or County.
Click on ZOOM IN and rubber band the area needed
Click on ZOOM TO and the Zoom To pull down is
made available
21Zoom To Option When the SectionTownshipRange
is selected three pull downs are made available
to choose the respective search criteria then
click on the GO tab.
Pick the Section, Township, and Range from the
pull down boxes.
22Zoom To Option With the Mile Marker choice
key-ins are made available to input the Highway
number and the reference point number then click
on GO
Input the Highway number and Mile Marker then hit
GO
23Zoom To Option After choosing the City option
a pull down is made available to choose an
incorporated city of North Dakota from the list
then click on the GO tab.
Pick a City from the list then hit GO
24Zoom To Option Likewise after choosing the
County option a list of counties is made
available to choose the desired county then click
on the GO tab.
Pick a County from the list then hit GO
25The green squares that appear when zoomed in
represent sections that contain Right of Way
Plats. The text in the center of the section is
a set of numerals 31153082 the first two (31)
represent the section number, the next three
(153) is the township number, and the last three
(082) represent the range. After finding the
correct section, click on the PLATS REPORT tab
to the left and click inside of the desired
section.
26This will open the window shown below. It allows
you to choose different plats. The plats are
stored in the Global Information System by the
Highway number, the mile marker and the date the
Land Surveyor sealed and signed the plat.
27This page appears when the View tab under the
Sections column is chosen.
The list under Additional Plats are links to
other sets of plats in that section or sections
nearby.
28The plat shown below has a date of 1947 and was
scanned and placed into the Geographic
Information System. All of the historic plats
sealed and signed before January 2005 were
scanned and placed in GIS.
29A benefit of this system is the possibility of
zooming into the plat to see detailed areas.
30One set of original Stamped and signed Mylar
plats are sent to the County Recorders Offices
and a PDF is created to be placed into GIS as
soon as they are sealed signed by a Land
Surveyor and recorded. Plats created after
January 2005 will NOT be Archived at the Heritage
Center.
