Title: MultiJurisdictional Data Networks

1
Multi-JurisdictionalData Networks
  • Captain Woody Sandy

2
Communications in NC
  • NC is a relatively rural state with a population
of 8.2m in roughly 48,000 sq mi.
  • 39 state and local governments have 800 MHz
    systems
  • State Highway Patrol using low band designed in
    the early 1950s
  • Troop dispatch center in each of the 8 Troops

3
Data Communications
  • A few larger agencies using CDPD
  • 345 Federal, state and local agencies using the
    States CJIN Mobile Data Network

4
Criminal Justice Information Network
  • 1994 Special Crime Session of the General
    Assembly
  • Price Waterhouse CJIN report to General Assembly
  • SHP Project Managers for the Voice and Data
    Networks

5
Study Recommendation
  • Original study delivered in 1995 identified the
lack of interoperability as an issue among public
    safety agencies
  • Recommended the state proceed with constructing
800 MHz Voice and Data Systems
  • Immediate need to secure spectrum
  • Explore other technologies where data was
    concerned

6
Mobile Data Project
  • Construction began in 1995
  • 160 transmitters
  • 300 federal, state and local agencies
  • 8600 users
  • Standalone 19.2 DataTac data only system
  • Allows redundant means of communications
  • Greater throughput
  • DMV/NCIC inquiries
  • file transfers
  • Mug shots

7
Mobile Data Projects
  • Mobile Data Network
  • Complete
  • eCitation
  • 3 counties evaluating
  • eCrash
  • Testing phases
  • Facial Image Project
  • Transmit drivers license photos to officers MDC
  • 802.11 Access Points
  • Testing access at gas pump facilities

8
Mobile Data Projects
  • RadioIP
  • Better throughput for CADs/RMS
  • Exploring Possible email access
  • No attachments- Text only
  • 802.11 access point testing
  • Email access
  • Wireless printing
  • Exploring large file transfers (SOP manual)

9
Facial Imaging
  • Photos available to mobile computers
  • Drivers license photos
  • Department of Corrections escapee photos
  • NCIC wanted / terrorist photos
  • Local agency mug shots

10
Bandwidth is the issue
  • 1k byte image (NCSHP/NCSU goal) - 8,000 bits.
  • Assumption 1 Officer has 100 of RF link for
  • the duration of image transfer.
  • Transfer time 8k/12k .7 seconds.
  • Reality with communications overhead, a busy
  • RF channel and Officer in poor coverage area
  • Transfer time could equal 3-6 seconds !!!!

11
CJIN X-FILES
  • The CJIN X-FILES (XML based Facial Images for Law
    Enforcement Software) pilot project

12
CJIN X-FILES
SAME Data size
-
13kBytes original and 1900 bytes
13
Governance
  • Oversight committee representing the various
public safety disciplines using the network.
  • Recommend that they be users on the network so
that they will have a stake in any actions
    recommended by the committee.
  • Technical Subcommittee

14
Memorandum of Agreement
  • Signed MOA from all the participating agencies.
  • Who is responsible for what
  • What are the rules
  • What are to consequences for breaking the rule

15
Standards
  • There must be a baseline standard for external
    connections to the network.
  • CAD
  • RMS
  • AVL
  • Everything done on the network affects everyone
    else.

16
Communication
  • Newsletter to participants keeping them up to
date on issues affecting the network.
  • Monthly
  • Quarterly
  • Semi annually?
  • Website

17
Security
  • Network must be firewall protected and external
    connections must use VPNs.
  • Data transmissions must comply with FBI CJIS
    encryption requirements.

18
Summary
  • Technology can be the tool to make officers and
organizations more effective and efficient if
they are user friendly and produce a usable
    product.
  • Regional interoperable communications networks
are the way of the future, and they actually make
sense. Efficient use of funds and spectrum.
  • Your business processes should guide your
technology. Do not let technology guide your
    business.
