Status
- Research project, co-ordinated by the Maritime
Institute, selected locations for the main
logistics centres. - There are a number of local initiatives for
construction of international, regional and local
logistics centres. - There are 4 registered companies whose objective
is construction of a logistics centre, 2 of which
are in liquidation. - Logistics operators build their own networks of
transhipment centres, which fill up the market
for logistics services that could have been the
domain of logistics centres.

- no supportive legislation.
- No co-ordination.

- competing initiatives,

- no container terminals or their bad location,
- poor condition of inland waterways.

- The sources of problems with construction of
logistics centres in Poland. - No national policy for their construction.
- No long-term strategy which could be the tool for
implementation of the policy. - Results?
- No resources for construction.
- Consequences?
- No own means in realistic models of financing.
- No access to the structural funds.

- Wrong assumptions
- Belief that hundreds of millions PLN have to be
engaged. - Simple methods of calculating returns used in
feasibility studies and business plans. - Calculating incomes from activities that are in
competition to logistics operators.
- Commentary
- Classic tools used by banks to evaluate the
financial risk do not work. Banks are not willing
to invest in logistics centres. - The evaluation of the efficiency of the
investment should include indirect and long- term
profits.
11Conclusions
LOGISTICS CENTRES DEVELOPMENT IN POLAND
- Transport policy should support the increase in
intermodality. - There should be a governmental programme for
implementation of the policy. - The programme should be backed up by the
availability of funds. - Investments into logistics centres should be
limited. - The efficiency calculation should take into
account long-term profits, which would attract
public funds. - Financing models should engage financial
institutions with innovative products rather than
banks. - Financing models should take into account various
forms of participation of public funds.
