APECS RECORD
  • Over a decade APEC region has grown faster,
    traded more, received greater inward investment,
    created more jobs and generated higher standards
    of living than non APEC economies
  • Economy of region as a whole has expanded by a
    third and three quarters for lower income
    economies
  • When APEC formed most APEC economies had average
    tariff rates higher than 10 today only three do
  • After a decade nearly all APEC economies have
    doubled their share of trade as a percentage

Secretariat Outputs

Human Resource Development Working Group (HRDWG)
  • The HRDWG conducts its activities through 3
    networks dealing with complementary aspects of
    HRD Labour and Social Protection Network (LSPN),
    Capacity Building Network (CBN) and Education
    Network (EDNET)

Current Priorities of the HRDWG
  • Providing quality basic education, with the focus
    on increasing access by all groups to basic
    education and increasing levels of educational
    attainment for the population as a whole
  • Improving labour market information and analysis
    to support flexible and efficient labour markets
    which contribute to economic growth and trade and
    investment in the region.

  • Enhancing the skills of managers, entrepreneurs
    and educators/trainers in key sectors as well as
    supporting the needs of small and medium sized
    enterprises (SMEs) and promoting the management

Bangkok
  • We all agree that we must be linked through the
    Internet to create a foundation for shared
    prosperity in the future. We aim to meet the
    Brunei Goals of tripling internet access by 2005
    and universal access by 2010. We very much
    welcome an APEC Digital Development Center and
    other elememts in legal framework, human capacity
    and technology building and worker retraining.
    This means a closer partnership between business,
    government academics in order to apply ICT to
    everyday life.

Secretariats task provides preparatory advice
on formulation of APEC projects, manages project
funding and evaluates projects funded from the
APEC Operational and TILF Accounts.

Responsibility
  • The responsibility for the management of the
    approved APEC funding of the project rests with
    the project overseer, with the APEC Secretariat
    advising on administrative and financial rules.
  • Within the Secretariat, the Director (Program)
    who looks after the APEC forum from which a
    project arises is the overseers principal
    contact point on all matters relating to the
    project.
