  • APIAN (APEC International Assessment Network) A
    collaborative, independent project among
    participating APEC Study Centers to track and
    assess the design and execution of select
    initiatives of APEC (the Asia Pacific Economic
    Cooperation forum).
  • APIANs goal
  • to enhance knowledge among government officials
    and the public about APEC
  • to encourage the fulfillment of APECs objectives
    and commitments
  • to identify ways for APEC to improve its
    performance

  • Research centers typically based in leading
    universities or public policy institutes
  • Established to enhance public awareness of APEC,
    assist member nations to participate in APEC, and
    foster cooperation in the Asia Pacific
  • Founding members of APIANscholars at APEC Study
    Centershail from nations throughout the Pacific
    Rim.

    together the nations of the Asia Pacific.

  • Despite APECs importance, it lacks a
    comprehensive, independent effort to track and
    evaluate its progress.
  • Without public debate, APEC officials are not
    held accountable
  • Without independent, scholarly input, APEC is
    deprived of critical feedback
  • Without effective information, the scholarly
    community and the public are largely ignorant of
    and skeptical toward APEC

APIANs Vision
  • To enhance knowledge about APEC
  • To increase awareness about the regions progress
    and problems
  • To serve as a model of international action
    through public-private partnerships
  • To build a collaborative network of researchers

Collaboration
  • A network of APIAN Issue Coordinators will
    coordinate Issue Expert Teams working on
    specific initiatives.
  • Issue Experts will provide periodic reports in
    their areas of expertise.
  • These collaborators will develop their own
    sources of information and draw on the work of
    related efforts, such as
  • Pacific Economic Cooperation Council (PECC)
  • Pacific Trade and Development Conference (PAFTAD)
  • APEC Business Advisory Council (ABAC)
  • APEC Secretariat

Annual Policy Reports
  • APIAN will publish annual policy reports
    addressing select APEC initiatives, including
  • findings and recommendations
  • best practices
  • areas needing improvement
  • obstacles faced by countries
  • areas where assistance could be offered
  • The prestige of APIANs participants ensures that
    APIAN policy reports will gain wide circulation
    and attention among APEC leaders, government
    officials, academics and policy experts, the
    private sector, the media, and the general
    public.

Milestones
  • APIAN collaborators have agreed on standardized
    survey methodology for their evaluations and
    presentations.
  • The first APIAN policy report was published and
    disseminated at the APEC Leaders Meeting in
    Brunei in November 2000.
  • APIAN policy reports, are becoming a familiar
    feature of APEC summits.
