Online Permit Toolbox Background

• First Permit Desk Manuals available in 1989 and
  1992.
• Many changes in federal and state laws,
  including Subtitle D, AB 1220, Title 27, Tiered
  Regs
• Permit Desk Manuals rescinded in 1997.
• Working group of LEAs, operators, and Board
  staff drafted Table of Contents, and Draft RDSI
  Guidance in 1998.

• 1) Research, training, documentation of
  existing process and resources
• 2) Design draft web structure to organize
  existing resources, navigate permit process, meet
  objectives and needs.
• 3) Build partial working model in order to
  solicit comments and evaluate potential layouts.
• 4) Collect best practices examples (such as
  permits, terms and conditions, transmittal
  letters, RFIs).

• 5) Post certain stand alone tools while rest of
  site is being developed (such as RDSI Guidance,
  5-Year Reviewer, sample issued permits).
• 6) Post permit toolbox on Boardnet for
  internal review and development and testing of
  meta-tools (such Permit Manager, Tier Finder).
• 7) Final adjustment of content and design for
  posting on Boards web site.
• 8) Training, maintenance, and continued
  improvements.
