Summary
- Central Management Services (CMS) is to take all
actions necessary for the procurement of 2
blends of Biodiesel (B2) fuel for the States
diesel-powered vehicle fleet and to investigate
ways in which to strengthen the infrastructure
for increasing the availability of B2 and E-85
for the States flexible fuel fleet. - Commerce and Economic Opportunity (DCEO) is to
facilitate usage of E-85 and B2 in the States
flexible fuels vehicle fleet and actively pursue
the establishment of additional E-85 and
Biodiesel refueling facilities at public retail
outlets through - reporting requirements on usage,
- employee incentive programs,
- marketing the benefits of E-85 and Biodiesel
blends. - CMS shall act in an advisory capacity to DCEO in
the development of the plan. - All agencies utilizing the States fleet of
flexible fuel vehicles shall implement policies,
rules, and/or procedures requiring that employees
under their jurisdiction use E-85 and B2 when
operating flexible fuels and diesel powered
vehicles in the State fleet, whenever practical. - Establish reasonable priorities for the purchase
or rental of flexible fuel E-85 vehicles
especially flexible fuel hybrid electric vehicles
capable of using E85 fuel and diesel powered
vehicles utilizing diesel blends and ethanol.

4Expanding Alternative Fuels Technology
- Currently, about 14 of the State Fleet is E85
with - 1,700 vehicles making it the largest fleet in
Illinois and the - 18th largest in the nation.
- 171 (81) of 2005 fleet passenger car purchases
were - E85 flexible fueled vehicles.
- Expanded choices were made available for E85,
including passenger, minivans, pickups and SUV's. - The total of E85 purchases in 2006 to date is
370. - Hundreds of E85 vehicles are purchased from
CMS/State of Illinois contracts by local
governments.
5Expanding Alternative Fuels Utilization
- CMS provides DCEO data from fuel purchase history
to target stations to convert to E85. - Results- now over 100 E-85 stations available in
Illinois for use by fleets and the public, second
highest concentration in the US. - CMS develops 2 Biodiesel fuel contracts, tracks
growth in fleet purchases of over 61,000 gallons
per month for over 500,000 gallons utilized since
program inception.
6Continuing to Promote Utilization
CMS is working with the Ford Motor Company on the
check engine light issue impacting part of its
E85 Taurus fleet. The issue has been pinpointed
to the vehicle system calibration, not E-85 fuel.
The solution is in the distribution stage.
