  No 438/2001 of 2 March 2001 laying down detailed
  rules for the implementation of Council
  Regulation (EC) No 1260/1999
• Asks for desciption of the management and control
  system in place
• Requirement Member States' management and
  control systems shall provide a sufficient audit
  trail.

  controls for 100 of projects
• Art. 10 controls for 5 of projects done by
  special services located in the provincial
  administration
• System control done by independent body of the
  ministry which will issue declaration on
  winding-up of the assistance (Art. 15 of Re
  438/2001)
