  • Repeated/persistent breaking of the rules
  • Where physical violence is attempted or
    threatened to an umpire, match/tournament
    official, player, coach, manager, physio,
    spectator or any other person
  • where physical violence is used to any person

Match Misconduct Offence
  • for any infringement which occurs off the
    pitch before, during and after the game.

  • Fitness test completed by umpire
  • Paperwork sent to EH

  • Identified by being on the WHA Mens or Ladies
    Panel and taking appointments
  • Given coaching and advice by Umpires Coach,
    selector or assessor
  • Action Plan drawn up and aspirations identified
    and noted
  • Seen again and action plan re drawn in the light
    of work done on previous plan.
  • Umpire works towards their goal

LEVEL II CANDIDATE
  • Identified by County/Club or self-referral
  • Appointment to Schools/County Junior tournaments
    with mentor
  • Appointed to WHA premier games for assessment by
    Selector
  • Action plan drawn up for future work by
    candidate
  • Either added to WHA Panel or sent back to County
    to work on Actions in plan

GOOD LEVEL I FROM COUNTY
  • Identified by County
  • Appointment to Schools/County Junior tournaments
    with mentor mixing with WHA Umpires helps with
    confidence and Level IIs are able to model
    umpiring good practices. Advice offered to help
    transition to Level II Candidature Action Plan
    drawn up.

  • Ask top Level 1s in counties to offer the WHA a
    period of four weeks during which they are
    appointed to Division II matches.
  • This has several advantages giving the
    umpires the opportunity to umpire at the next
    level and to make reasoned judgements about their
    ability
  • More than one match gives umpires time to
    settle into the standard needed (or not!)
  • Will recruit Level II candidates sends those
    choosing not to stay at this level back to their
    counties with valuable experience to pass on to
    others on their way up

  • Help from Counties could use top
    coaches/umpires in county to run umpiring theory
    sessions during season to discuss topics and
    issues. Limited to less than 10 people to
    encourage discussion and debate. Possible to
    hold these at WHA level in centres like Taunton,
    Bristol, Cheltenham?
  • Coaching theory sessions at NHL matches, WHA Div
    I, Schools/County tournaments run by top coaches
    and/or umpires
  • Run tournament or use existing tournament at the
    end of season umpired solely by top Level 1s
    from counties to identify possible Level II
    candidates
