2Brief History
- 1964 - Established by Govt. of India for
conducting training research in Tribal
Community Development. - 1967 - named as Tribal Orientation Study Centre
(TOSC) under Govt. of Orissa. - 1975 - renamed as State Training Institute of
Community Dev. (STICD). - 1984 - Presently known as State Institute for
Rural Development (SIRD) acts as Nodal
Institute of the State for all types of training
programme related to PR RD.

at District, Block GP level through training,
workshops and seminars - To examine and analyze the programmes on RD PR
through research, evaluation and documentation.

NREGA, SGSY, Watershed Development, Panchayati
Raj, Women Empowerment other areas. - Facilitating Interactive Training Programmes
through GRAMSAT on various issues relating to PR
RD. - Knowledge workers like Programme Officer and
Computer Programmers, Accountants etc. of
Panchayati Raj Department are trained on
PRIASOFT, RURALSOFT, PAMIS at newly created IT
Centre District HQs.

10EXTENSION TRAINING CENTRE
- Located at Bhubaneswar, Keonjhar Kalahandi.
- Started functioning since 1992 with 10 Districts
each regionally under its control. - Training of Panchayat level extension officials,
PRIs NGO activists. - ETC, Bhubaneswar - Admn. control of Director,
SIRD and ETC, Keonjhar Kalahandi under the
admn. control of PD, DRDA.
11ITPs UNDER GRAMSAT
- Conducting Interactive Training Programmes
through GRAMSAT on NREGA and all other
development programmes for the PRIs on 2 days of
each month. - Viewed Interacted by Target Audience (PRIs
Officials Elected Repr.) of all DRDA, Block
GPs receiving centre of all districts. - All the PRI representatives are targeted audience
and Officials from Collector PD, DRDA upto
Executive Officer of GPs also attended

- Since Capacity building through SIRD / ETCs is
impossible to impart training to one lakh PRI
Repr. during their 5 Years tenure Project
Dakshyata has been thought of as a panacea for
fulfilling the training needs of PRI repr. RD
functionaries - Partnership Strategy Builds on multi
stakeholder partnership collaborative approach
for promotion of decentralized governance
involving Government (Central State) civil
society donors private sector research training
institutes for gender sensitive local level
