Brief History
  • 1964 - Established by Govt. of India for
    conducting training research in Tribal
    Community Development.
  • 1967 - named as Tribal Orientation Study Centre
    (TOSC) under Govt. of Orissa.
  • 1975 - renamed as State Training Institute of
    Community Dev. (STICD).
  • 1984 - Presently known as State Institute for
    Rural Development (SIRD) acts as Nodal
    Institute of the State for all types of training
    programme related to PR RD.

Mandate
  • To build the Capacity of Rural Development
    functionaries including elected representatives
    at District, Block GP level through training,
    workshops and seminars
  • To examine and analyze the programmes on RD PR
    through research, evaluation and documentation.

SIRD, Bhubaneswar is ranked as Medium Two
Stream SIRD on the basis of Training Performance
Infrastructure.

EXTENSION TRAINING CENTRE
  • Located at Bhubaneswar, Keonjhar Kalahandi.
  • Started functioning since 1992 with 10 Districts
    each regionally under its control.
  • Training of Panchayat level extension officials,
    PRIs NGO activists.
  • ETC, Bhubaneswar - Admn. control of Director,
    SIRD and ETC, Keonjhar Kalahandi under the
    admn. control of PD, DRDA.

ITPs UNDER GRAMSAT
  • Conducting Interactive Training Programmes
    through GRAMSAT on NREGA and all other
    development programmes for the PRIs on 2 days of
    each month.
  • Viewed Interacted by Target Audience (PRIs
    Officials Elected Repr.) of all DRDA, Block
    GPs receiving centre of all districts.
  • All the PRI representatives are targeted audience
    and Officials from Collector PD, DRDA upto
    Executive Officer of GPs also attended

Project DAKSHYATA the Panacea
  • Since Capacity building through SIRD / ETCs is
    impossible to impart training to one lakh PRI
    Repr. during their 5 Years tenure Project
    Dakshyata has been thought of as a panacea for
    fulfilling the training needs of PRI repr. RD
    functionaries
  • Partnership Strategy Builds on multi
    stakeholder partnership collaborative approach
    for promotion of decentralized governance
    involving Government (Central State) civil
    society donors private sector research training
    institutes for gender sensitive local level
    planning service delivery participation
  • Establishing an effective efficient pool of
    resource persons in the state for undertaking
    systematic regular training for Capacity
    Building

  • Simple comprehensive strategy modules to be
    developed for stakeholders of the PRI system in
    the state
  • Development of comprehensive training materials
    Documentation of best practices processes
    adopted, lesson learnt will be done to facilitate
    replicate capacity building in future
  • NGOs/CBOs/CSOs/Govt. institutes will be taken as
    partners in the capacity building exercise
