11THE EQUIPAGE ISSUE
- Should NOT be used as excuse for delaying
modernization - FAA should provide incentives to encourage
necessary equipage - Mandates should not automatically be dismissed
12A New Focus Needed
- Ongoing research is clearly required, but
- More emphasis must be put on implementing now
if we are to reap future benefits -
13We Cannot Delay This Transition Simply Because It
Is Difficult
- The Needs of the System Must Transcend Individual
Parochial Concerns
14The changes that are coming are too big, too
fundamental for incremental adaptations of the
infrastructure. . .we need to modernize and
transform our air transportation system
