park.

- New Station 66 serving Sunnyside/Whiskey Ridge
area residents. - City has cooperated with Fire District to provide
permitting, construction inspection and other
services to help district keep on time, on budget.

- New Park and Ride at Cedar Avenue and Grove
Street, adding much-needed capacity. - 200 parking spaces and boarding platforms for 3
buses, serving commuter routes, nearby transfer
stops. - Construction to start in spring 2009.

Tulalip Tribes
- City of Marysville and Tulalip Tribes signed a
historic accord in 2007. The broad government to
government alliance agreement declares our
mutual respect and status as equal governments,
while formally acknowledging levels of
cooperation and collaboration. Marysville and
Tulalip have worked side by side to bring the UW
North Branch Campus to the Smokey Point site.
8Achievements in 2008 - Transportation
- SR 528 (Fourth Street) road improvements and
re-signalization project from 47th to 67th
Avenue. Projected completed in August. - State Avenue improvement project from 136th to
152nd widens Smokey Point Blvd. from 2 to 5
lanes adds sidewalks, decorative lighting, 152nd
signal. - Completed an aggressive 1 million asphalt
overlay and annual road maintenance program for
improvements to City roads in various states of
disrepair.

- Restructuring under Police Chief Rick Smith added
2 Lieutenant and 4 Sergeant positions. - Formed the ProAct (Pro-active) Team.
- Established Crime Analysis Unit, using more GIS
mapping, other techniques to track criminal
activity. - Graffiti Task Force education, enforcement and
cleanup, online reporting form have led to
arrests - 50 reduction in graffiti occurrences.

10Achievements in 2008 Municipal Court
- Municipal Judge post became full-time position in
June. - Total filings 12,790 compared to 11,988 in 2007
- a 7 increase. - Hired 2 new prosecutors and administrative
assistant to form prosecution team.

- Adopted balanced 140.7 million City Budget for
2009 - 33.5 million General Fund for basic services
- 8 General Fund Reserve
- No layoffs
- Earned upgrade on Marysville utility revenue
bonds to AA by SP Ratings Services.

- Installed comprehensive drainage system for
soccer fields at Strawberry Fields Athletic
Complex. - Completed improvements to parking lot, sidewalk
system at Jennings Park. - Opened Strawberry Fields for Rover Off-Leash
Park. - Serve Day brought together churches, City Parks
and Recreation, school district and other
volunteers to beautify Asbery Field downtown at
4th Alder.

- Pursuing development of Bayview/Whiskey Ridge
Trail, a 1.6-mile trail in the Citys eastside
foothills. - Installed bike lanes along Grove Street and Armar
Road. - Hosted nationally-acclaimed walking expert to
help City policymakers and planners to consider
pedestrian/car alternatives. - Free Walking Wednesdays at M-PHS Track, Friday
Family Swim Nights.
- Pursuing Community Garden pilot site.
- Coming soon 4-mile Jennings Loop walk, with
fitness stations at Hickok Park, Jennings
Mem./Nature Park, etc.

- Lobbying lawmakers in Olympia that the
Marysville/Smokey Point location is the best
choice to serve students in Snohomish, Island,
Skagit.

Central Marysville Annexation
- Annexing areas in Marysville Urban Growth Area
(UGA) all at once would let city keep more sales
tax money. - State sales tax rebate law aimed at annexations
of 10,000-pop. , 20,000-pop. - Most areas already served by city utilities.
- 37,060 Population would increase by 20,000.

Marysville Civic Complex
- The Civic Complex would use a public-private
partnership financing structure to develop a new,
centralized city administrative campus downtown. - City hired consultant team to evaluate and select
a qualified developer site selection, financing
options. - Environmentally green building
LEEDS-certified Gold Standard. - Complex would be an active gathering place in a
park-like plaza setting that would better serve
citizens and staff, while spurring economic
development downtown.

Downtown and Waterfront Redevelopment
- The process of a master plan redevelopment that
infuse new life into downtown and the waterfront. - City Council approved 200,000 contract with
urban design consultant Makers Inc. - City leaders are working diligently to attract
private and public sector investment. - Redevelopment could transform Marysville
cityscape with a more park-like,
pedestrian-friendly feel, blending high-rise
housing with new retail and office space. - Marysville received 75,000 state planning grant
to address infrastructure as part of master
planning. - Citizen and business input will be important.

Smokey Point Master Plan
- Policy document to guide overall development of a
light commercial/industrial park in the northeast
portion of the City. - The plan will provide design and development
guidelines for future economic development
activity that will one day provide 10,000
family-supporting jobs. - The plan also incorporates restoration and
enhancement alternatives for Edgecomb Creek, a
street network plan, and conceptual storm water
system. Discussions with landowners underway.
