- 1997-2001 GEF-funded Pacific Islands Climate
Change Action Programme (PICCAP) - PICCAP conducted a regional GHG Mitigation Study
in 1998 - Study identified the energy sector as among the
major sources of GHG emission - PICs requested UNDP and SPREP to develop a
regional GHG mitigation project focussing on RE - 2002 PIREP was approved for funding

removing barriers and reducing the implementation
costs) - Project Development Exercise
- Implementation began in 2003
5Purpose of the PIREP
- The purpose of the project is the acceleration of
the adoption and commercialisation of feasible
and applicable RE technologies .
6Development Goal of the PIREP
- Preparation of a regional approach to removing
barriers to the development and commercialisation
of RE systems in the PICs that influences country
efforts to reduce the long-term growth of
greenhouse gas (GHG) emissions from fossil fuel
uses, especially diesel

- Studies of projects to demonstrate the business
angle of RE service delivery, a technical support
programme and financing mechanisms to support RE
development - Consultation meetings

- Barrier removal activities in 6 areas
- Each area is associated with the 6 general areas
of barriers identified during the PIREP studies

Technology Support
- RE resources assessment (wind, hydro, etc)
- Technical Support (technical evaluation of
existing RE projects, setting technical
standards, training of the design of RE projects,
etc, etc

- Supporting development of RE investment projects
- Feasibility studies of RE projects relating to
income generation, water pumping, education,
irrigation, health and telecommunication - Assessment of local capacities for RE
manufacturing and RESCOs

- Institutional capacity building to RE units,
offices, etc - Supply of RE planning tools such as computer
hardware and software, etc
