3NIMS is a comprehensive system that will improve
response operations through the use of the
Incident Command System (ICS) and other standard
procedures and preparedness measures
4Why are we doing this?
- To enhance the ability of the United States to
manage domestic incidents by establishing a
single, comprehensive national incident
management system.
5- Implementation of NIMS and the NRP is
identified as one of three overarching national
priorities in the 2006 Homeland Security Grant
Program that will contribute to the development
of multiple capabilities
6Beginning in FY 2007, which starts on October 1,
2006, all federal preparedness funding will be
conditioned upon full compliance with NIMS
7What NIMS Compliance is NOT meant to be
- A checklist of items to complete in order to
insure continued or future federal preparedness
funding - A stack of training certificates

- When fully implemented, NIMS builds Georgias
capacity to effectively respond to and manage
natural and man made disasters - By----
9- Ensuring the usage of a common and proven
incident management system - Maintaining a response operation capable of
expanding to meet an escalating situation and
integrating resources from MAAs - Ability to order and track response assets using
common resource typing and definitions - Establishing staging and allocation plans for
re-distribution of resources coming in from other
localities, states or the federal government - Establishing appropriate ICS structure to
effectively manage an incident - Ensuring effective interoperable communications
among first responders, 911 centers and
Multi-agency coordination centers

coordinate and support emergency incident
management - Use Joint Information Systems and Joint
Information Center to communicate to public - Coordinate all federal preparedness funding to

- Revise and update SOPs and plans to incorporate
NIMS - Participate in and promote intrastate and
interagency mutual aid agreements - Complete NIMS and ICS training for appropriate

Assurance Support Tool (NIMCAST)
- Automated self-assessment instrument
- Based on thorough deconstruction of the NIMS
document released March 1, 2004 - Identifies compliance criteria imbedded in the
NIMS - Originally comprised of 518 assessment questions,
the NIMCAST currently asks 75 questions - Helps fulfill DHS duties as outlined in HSPD-5,
Management of Domestic Incidents and HSPD-8,
National Preparedness - A resource tool to help jurisdictions implement
the NIMS

- Jurisdictions at all levels of government
nationwide will be able to assess their own level
of readiness - DHS will be able to determine the Nations
current state of readiness - DHS will be able to identify trends, to include
problem areas geographically - If used annually, DHS will be able to measure
NIMS implementation progress nationwide - Baseline data is important to developing a robust
NIMS implementation plan, strategic plan, and
budget forecast

- Georgia Fire Academy classes already include
elements of ICS, UC and NIMS. - Georgia Police Academy has modified each of their
courses from Basic Mandate through Supervision
and Management to include elements of NIMS. - Georgia Emergency Management Agency also provides
ICS/NIMS classes at the Georgia Public Safety
Training Center.
24- GEMA OHS, GFC and GPSTC are tasked by the
Governor to get NIMS implemented in Georgia - GPSTC is the training arm
- Over 343 classes reaching 10,000 students are
planned or have been conducted. Dozens arrive
daily. - Locally delivered, regional hosts and on campus
at GPSTC

30The Need?
- Major Incidents require a level of ICS well
above whats necessary to operate at a routine
incident. - These low frequency, high risk incidents can
create significant issues if not properly managed

qualification process, A lot of Training is
being accomplished
32But what makes ICS Work?
- Theory and Big Picture stratagems are only
one piece of the puzzle(i.e. classroom training) - Nature of the Problem does not dictate
expertise required for most IMT positions
