2006 Cool Center Utilization
  • In collaboration with the Energy Division, the
    Low Income Oversight Board, Administrative Law
    Judge Weissman, and the Division of Ratepayer
    Advocates, SCEs Cool Centers were established on
    June 19, 2006.
  • SCE is partnering with five community-based
    organizations.
  • T.O.D.E.C. Legal Center, Wake Up, Inc., Operation
    Grace, Inc., Fair Housing Council of Riverside
    County, Inc., and the Community Action
    Partnership of Riverside County
  • 31 sites have been established.
  • Landers, Joshua Tree, Palm Desert, Hesperia, San
    Jacinto, Highgrove, Rubidoux, Redlands, Yucaipa,
    San Bernardino (2), Perris(2), Blythe, Adelanto,
    Cathedral City, Desert Hot Springs (2), Palm
    Springs (3), Corona, Beaumont, Temecula, Cabazon,
    Lake Elsinore, Calimesa, Hemet, Temecula, Moreno
    Valley, and Riverside
  • As of August 31, 2006, there have been 22,302
    Cool Center participants served.
  • Estimates were determined for TODEC and CAA
    Riverside

Impact on Bills
CARE average bill increased 52 from
2005 Non-CARE average bill increased 77
Note Higher customer bills in July 2006 can be
attributed to rate increases that occurred in
January and February along with increased usage
due to unusually warm weather.

Additional Responses to Heat Wave
  • One Cool Room
  • Portable A/Cs were loaned, on a temporary basis,
    to mitigate life-threatening conditions directly
    attributed to the Heat Wave
  • Working under an emergency situation SCE is
    leveraging resources with CSD to purchase and
    deliver portable air-conditioners to customers in
    critical need
  • SCE purchased the A/Cs while CSD provided labor
    for the delivery and pick-up of portable A/Cs
  • SCE Proposes Additional Customer Rate Relief
  • SCE has asked the CPUC for authorization to
    postpone the residential component of a rate
    change originally scheduled to take effect in
    August 2006, until November 2006
  • Flexible Credit Policies
  • SCE offers payment arrangements and payment
    extensions to help customers manage their bills
