  • A-Harmonization, Coordination and Standardization
  • Recognizing the urgent need to harness the
    benefits of e-Government services, the Government
    of Uganda through the National Planning Authority
    (NPA) in collaboration with other core Government
    Agencies, Private Sector, Civil Society and the
    Academia embarked on the harmonization and
    coordination of e-Government initiatives through
    an Inter-Agency e-Government National Planning
    Team.
  • The Inter-Agency e-Government National Planning
    Team has embarked on strategies to integrate ICT
    into the revised Poverty Eradication Action Plan
    (PEAP) 2005/6 2007/8 five pillars i.e. (i)
    Economic Management (ii) Enhancing production,
    competitiveness and incomes (iii) Security,
    Conflict Resolution and Disaster Management (iv)
    Good Governance and (v) Human Development

  • Supporting Legal Framework for e-Commerce Bills
    (Transactions, Signatures Computer Misuse) is
    ongoing handled by the Uganda Law Reform
    Commission and Ministry of Works, Housing and
    Communications (MoWHC)
  • (B) Enhancing Government Service Delivery
  • Under the auspices of the Uganda National Council
    of Science and Technology, e-Information,
    e-Health, e-Education, e-Commerce Master Plans to
    be elaborated in terms of the National Vision,
    Long Term Perspective and Strategic National
    Development Plans are under formulation to guide
    and steer the overall implementation of
    e-Government Strategy for Uganda
  • A study championed by MoWHC to develop a roadmap
    to support e-Government and e-Business is going
    on in the Office of the President, Ministry of
    Finance, Ministry of Local Government and
    Ministry of Works, Housing and Communication is
    ongoing

  • Local Government Information Communication System
  • (LoGICS) Package
  • (i) Developed to monitor and evaluate service
    delivery in Local Governments and also
  • (ii)To disseminate the Local Government service
    delivery and compliance reports via an online
    (internet-based) One-stop Information Resource
    Centre facility located at the Ministry of Local
    Government headquarters to various stakeholders
    involved in the implementation
  • Progress Report
  • Fine tuning the package to link it with other
    sector management information systems through a
    software portal to enable seamless interface for
    data and information exchange and access on
    service delivery within the districts and
    municipalities
  • Project to enhance the package with a
    Geographical Information System (GIS)
    infrastructure to provide pictorial/visual
    data/information on core service delivery and
    compliance areas is ongoing

Rural Communications Development Programme
  • Is ongoing. Initiated by the Uganda
    Communications Commission (UCC) to provide
    voice/telephone communication in districts and
    sub-counties of Uganda
  • Has established district information portals for
    54 districts so far
  • Has established ICT Training Centres and Internet
    Cafes in 30 districts

  • Parliament of Uganda (Parliamentary Management
    Information System/Data Centre)
  • To provide a protected and secure platform with
    data and
  • information for Parliament use Development and
    implementation is currently ongoing
  • Computerised Driving Licence issuance system is
    under development spearheaded by the Ministry of
    Works, Housing and Communications
  • Ministry of Finance, Planning Economic
    Development (Integrated Financial Management
    System IFMS) Providing ICT systems to
    increase efficiency, effectiveness, transparency,
    accountability to both Central and Local
    Government fiscal management procedures ongoing
  • Uganda Revenue Authority ICT Strategy has been
    developed
  • National Population Databank and Identification
    Systems

  • ICT services are also being spread to rural
    communities through Telecentres established by
    various agencies like the Women of Uganda Network
    (WOUGNET), Churches, Private Operators, School
    NetUganda, NEPAD e-Schools initiative etc.
  • Universities have set up portals for e-Learning
    facilities (Makerere, Mukono Christian University
    etc.)
  • Government is streaming more private sector
    involvement in the implementation of
    e-Government/ICT initiatives
  • Note Most Government agencies, private sector
    and civil society organizations have embarked on
    implementing basic e-Government infrastructure
    BUT harmonization and coordination is the issue.

  • General Conclusion
  • Establishment of local and regional e-Government
  • frameworks will require prudent material and
  • financial mobilization strategies and this calls
    for
  • local, national, sub-regional, regional and
    international
  • coordinated and harmonized efforts to realize
    this
  • dream.
