ODACEs Trilateral Component

What are Trilateral Projects?
  • Projects in third countries that are funded on a
    matching basis by CIDA and the Partner Country
  • Projects that are approved by the Partner Country
    but endorsed by CIDA
  • The MFA enters into an agreement with CIDA and is
    accountable for ODACE funds
  • The MFA enters into agreements with executing
    agencies and disburses funds

Prerequisites for Trilateral
  • the ability to absorb external funds
  • the capacity to manage the projects, either
    directly or via an implementing arm
  • a mutually-agreed selection process that is seen
    to be fair and transparent
  • an agreement that advice from CIDA be integrated
    into the selection process
  • joint monitoring and evaluation of projects
