AIMS AS STATED IN THE INITIAL PROPOSAL IN APRIL
2007

• To develop a competencies-based training
  programme in psychiatry acceptable to all
  European psychiatric associations members of UEMS
  and complementary to the European Charter on
  Psychiatric Training for Psychiatrists and the
  Profile of the European Psychiatrist.

PROCEDURE

• The seven roles included in the "Profile of the
  Psychiatrist (Expert Decision-making,
  Communicator, etc) were allocated to seven pairs
  of members of the working group each linked with
  an EFPT member
• They were then asked to select items from CanMEDS
  Physician Competency Framework and from Core
  Competencies for Psychiatric Practice (ABPN),
  modifying them as necessary to render them more
  relevant to the European perspective, and also
  adding new items as necessary

PROCEDURE

• Individual members of each group were asked to
  work separately without consulting each other.
• Following that each individual member of the
  group had to consult with three psychiatrists
  involved in direct postgraduate training (ie
  tutors or supervisors with more than five years
  of experience).
• Trainees had to team with three experts (ie
  trainees with more than two years of training).
• As a result of this we obtained an extensive list
  of competencies to work on.

PROCEDURE

• As a result of the previous work a long list of
  competencies full of repetitions and
  inconsistencies was produced
• To facilitate the task of working on the list and
  cleaning it up a reduced core working group was
  set up

PROCEDURE

• The core working group obtained funding from the
  Section to have a meeting in February 2008.
• Some items were added and some deleted to achieve
  consistency
• The new clean list was distributed again to the
  national associations for evaluation

• The list of competencies was reviewed by the
  working group taking into consideration the
  suggestions made by the national associations
• Copenhagen, April 2008

• The Core Working Group obtained new funding from
  the Section to meet in October 2008
• After reflection the aims of the working group
  were changed it was decided not to go on to
  develop a structured training programme based on
  competencies but rather to leave the list as it
  was to allow national associations to adapt it to
  their national training regulations.
• It was also decided to add some recommendations
  regarding assessment.

PROCEDURE

• Again the Core Working Group was supported by the
  Section to meet in London in order to receive
  training in assessment
• Once this was achieved the group went on to
  develop a complete list of methods of assessment
  for each one of the competencies

• Finally the group met for two days before the
  Budapest meeting to complete the document by
  adding an introduction and a glossary of terms

PLAN OF ACTION

• To distribute the document to the national
  associations as well as to the EFPT for review
• To consult with EUFAMI, GAMIAN, EPA and WPA
• To modify the document accordingly and present it
  to the Section for approval in the next meeting
