2What is FEP?
- The Board of Regents has authorized the President
to implement a one-year system-wide
Furlough/Salary Reduction Plan for University of
California employees. Under the plan,
employees work time will be reduced by a
specified number of furlough days according to
their salary level, with a commensurate reduction
in pay. - The Furlough Exchange Program (FEP) allows
eligible academic employees who are subject to
the furlough program to devote extra effort to
extramurally funded projects in exchange for the
furlough time they would be accruing. - In addition, UCOPs August 26, 2009 communication
on the Furlough Exchange Program provides
system-wide guidelines. Key principles include - Eligible faculty may charge an equivalent amount
of effort to extramural funding, provided this is
permissible with the granting agency. - Participants may not earn more than their normal
annual pre-reduced compensation.
3FEP Eligibility
- This program is only available to full-time
faculty in a Professorial or Lecturer with
Security of Employment title, who are subject to
salary reduction from the Furlough Plan.
4How FEP Works
- Participation in this plan requires that all
furlough days be forfeited and may not be used
for any other purpose, including additional
consulting days (outside professional activities)
and campus closures. - There two options for participation
- Full Year participation
- Partial Year (Quarterly) participation
5Full Year Participation
- Full year participation covers the period from
October 1, 2009 through August 31, 2010 - Participation requires available funding which
can be reallocated to provide compensation
(inclusive of benefits and overhead) for
increased effort. Effort must be equivalent to
the forfeited furlough days (the equivalent
percentage reduction assigned to their salary
band).
6Partial year Participation
- Partial year participation must be for full
quarters. Funding must be available to cover the
full amount of the salary reduction for the full
quarter of participation - Faculty can participate for fall, winter, and/or
spring quarters - When not participating, faculty are subject to
salary reduction through the furlough program,
including the months of July and August 2010 - Partial Year participation in FEP ends June 30,
2010
7FEP Grant Administration
- There must be compliance with the award terms,
and prior approvals must be sought when
necessary. - Extramural awards and restricted gifts and
endowments that can be used for research support
may be used to qualify for the FEP. - Faculty wishing to participate would need to
decide which existing extramural awards they will
use for the FEP and obtain approvals prior to the
October 22, 2009 payroll deadline.
8General Program Restrictions
- No more than two awards may be used for
participation in this program. It is acceptable
to use different extramural awards, as some
expire and others are awarded, but the entire
elected participation period must be covered, and
the entire salary reduction percent must be
covered - It is acceptable to split award funding as long
as the total FEP percent reduction equals to the
Furlough/Salary Reduction.
9NIH CAP Restrictions
- For faculty paid on a Fiscal Year salary, the
monthly capped rate of 16,391.67 (196,700/12)
for the current NIH cap year. The current cap
for CIRM is 200,000. - This rate is determined by NIH, and is subject to
any change implemented by NIH. - The NIH fiscal year is January through December,
so any adjustments to the cap for 2010 will be
applicable during participation in this program

13Exception to UCI Sponsored Funds Exclusion List
- The UCOP 08/26/09 Guidelines for the FEP state
Restricted gifts and endowments that can be used
for research support may be used to support this
increased effort. - Please note that these restricted gift and
endowment funds, however, are not included on the
UCI Sponsored Funds Exclusion List and are
normally subject to the Furlough/Salary Reduction
Plan. - These funds will not be subject to reduction
under the Furlough/Salary Reduction Plan only
when used for the limited purposes permissible
under the FEP guidelines.

- The fund manager or financial analyst who
administers a specific restricted gift or
endowment fund, in consultation with the PI, will
be responsible for determining if the fund can be
used for research support in accordance with the
terms of the gift/endowment and the FEP
guidelines. - Neither the UC 2009-2010 Furlough Plan nor the
Furlough Exchange Program (FEP) shifts from the
Principal Investigator the ultimate
responsibility for assuring that all costs are
allowable, allocable, and consistent with the
terms of an award.

20NIH funds
- If the NIH cap is applicable to the fund used for
the Furlough Exchange Program, the CR codes used
for this purpose will continue to be used - Funds generally used for the NIH cap differential
are unrestricted and are subject to the salary
reduction. The additional CR code and SRS code
should be entered.
21- FEP lines should include the appropriate project
code. The SRB lines should already show the
appropriate code, and this should be used on the
applicable FEP line - Base F-RBC

22Tips and Reminders
- For HSCP faculty, the percent of the salary
reduction may not be the same as the furlough
band percent since the X and X-prime are only
part of the salary - The sum of percents on all the SRB lines will
help you determine the percent that needs to be
covered for participation

- The project code previously added to the SRB
lines will help you identify which components of
the salary need to be reduced - SRB line with F-RBC means you will need to reduce
the corresponding RBC line - SRB line with F-HDC means you will need to reduce
the corresponding HDC line - SRB line with F-HDD means you will need to reduce
the corresponding HDD line
24Tips and Reminders (cont.)
- The SRS lines cannot be reduced in the Furlough
Exchange Program this is above the cap and
still applies through FEP. Adding more NIH grant
funding will actually increase the SRS lines
