8What is ELAC?
- English Learners Advisory Committee
- Provides advice and assists the school in
particular areas that are required by the state
of California - Primarily composed of parents whos children are
acquiring English as a second language
9When do you establish an ELAC?
- Each California public school, grades K-12, with
21 or more English learners must form an English
learner advisory committee (ELAC) or subcommittee
of an existing school-level advisory committee.
10What are the ELAC tasks?
- The ELAC advises the school principal and staff
on - The schools program for English learners.
- The ELAC advises the School Site Council (SSC)
on - The development of the Single School Plan for
Student Achievement
11What are the ELAC tasks?
- The ELAC assists in the development of the
following - The school's needs assessment.
- The school's annual language census (R-30 LC
Report). - Efforts to make parents aware of the importance
of regular school attendance.
12Election of the ELAC membership
- Parent/guardian members of English learners elect
parent members of the school committee or
subcommittee. - The parents/guardians are provided the
opportunity to vote for committee members. - Each school committee shall have the opportunity
to elect at least one member to the District
English Learner Advisory Committee (DELAC). - May include other parents, staff and community
members
13Training
- PVUSD provides all elected ELAC members with
- Training and material
- Training planned in collaboration with ELAC
members
- PVUSD Training for ELAC members occurs in October
14Characteristics of an Effective ELAC
- Has clear understanding of ELAC purpose and
functions. - Meets on a regular basis.
- Plans ahead.
- Communicates with principal, staff, SSC and
school community. - Creates and files all agendas, minutes, sign in
sheets - Bylaws may be established (not mandatory)
15Results of an effective ELAC
- It is a place for receiving training.
- It is a place for receiving information on
programs and their effectiveness. - It is a place for parents to participate.
- It is a place to become aware of student academic
progress. - It a place to ask key questions regarding
education themes and issues. - It is a place to exercise leadership before the
principal, school staff and students. -

16ELAC Members Duties
- Attend District ELAC Membership Training
- Elected ELAC members vote to recommend how ELAC
will function at their site. - Attend all ELAC school meetings
- Elect a parent representative and alternate to
the District English Learner Advisory Committee
(DELAC). - Reflect on information given and participate in
discussion - Provide advice and assistance on the ELAC tasks
- Participate in a democratic process
- Represent the EL community at your site, not only
your child - Follow the schools ELAC bylaws (if established)
when conducting meetings and carrying out other
responsibilities. - Send and receive information to/from DELAC.
- Participate in training provided by the school
and the District.

- Nominations are accepted
- Vote for ELAC Members
- The newly elected ELAC committee votes for DELAC
rep. and alternate(s)
