- The Spirit of the New Law
- The spirit of the new law will lead CTE into the
21st century. Program improvement, global
competition, and rigorous standards are just some
of the aspects of CTE that the new law
emphasizes. Perkins IV will allow increased
opportunities for individuals to keep America
competitive along with a focus on high skill,
high wage or high demand occupations. It will
assist us in our efforts to promote partnerships
within the education sector, workforce boards,
and business and industry while providing
technical assistance and professional development.
4Perkins IV
- IMPORTANT DATES
- ACTE summer Conference July 20, 21 for PS
- Form III due October 16, 2009
- Form IV due November 13, 2009
5Perkins IV
- The Postsecondary Performance Measures Core
Indicators will measure students progress in - Attainment of challenging Career and Technical
skill proficiencies - Attainment of industry recognized credential,
certificate or degree - Retention in postsecondary education or transfer
to baccalaureate program - Placement in military or apprenticeship, or
placement or retention in employment - Participation in and completion of Career and
Technical Education programs that lead to
employment in nontraditional fields.
6Perkins IV
- 4.0 ANNUAL REPORTING REQUIREMENTS
- Â
- This section describes the criteria required from
each grant recipient for reporting in the
Consolidated Annual Report (CAR) to the federal
government. Each year, grant recipients are
required to report - 1) participant and concentrator enrollment and
- 2) basic grant and Tech Prep performance
measures. - The reports are due to CTE during the fall
timeframe in order for CTE to prepare the final
submission to OVAE by December 31.
7Perkins IV
- New Student Definitions
- Participant
- A postsecondary/adult student who has earned one
or more transcripted credits in any CTE program
area - in the reporting year
8Perkins IV
9Perkins IV
- Participant
- The information provided disaggregates the total
by gender, ethnicity and special populations for
all students and Tech Prep identified students. - Eligible Coursework
- Occupational courses that are a part of a
postsecondary CTE program. - Students completing or enrolling in non-credit
coursework are not eligible for Perkins
accountability purposes. - Use course taking behavior
10Perkins IV
- Participant
- Include all postsecondary students who have
earned one or more transcripted occupational
credits in any CTE program area in the reporting
year. - DO NOT INCLUDE STUDENTS THAT HAVE ONLY TAKEN CTE
COURSES WITHIN THE PAST FIVE(5) YEARS AND ARE NOT
ENROLLED THIS YEAR - Include students that have achieved
concentrator status and have taken one CTE
course during the reporting year. - Include all students/CTE programs whether or not
the program is being funded with Perkins dollars. - Exclude all high school students.
11Perkins IV
12Perkins IV
- New Student Definitions
- Postsecondary CTE Completer the definition of a
postsecondary CTE completer has been deleted by
OVAE.
13Perkins IV
- New Student Definitions
- Concentrator
- A postsecondary/adult student who
- completes at least 12 transcripted academic or
CTE credits within a single program area sequence
that is comprised of 12 or more academic and
technical credits and terminates in the award of
an industry-recognized credential, a certificate,
or a degree. In order to ensure that a student
has established an occupational pathway, the
student must complete nine (9) occupational
credits with a given occupational program within
a two-year time frame OR - completes a short-term CTE program sequence of
less than 12 credit units that terminates in an
industry-recognized credential, certificate, or a
degree.
14Perkins IV
- Concentrator
- Reporting Guidelines
- Do not use student intent or declaration of a
major as the first or only method to identify
concentrators. Student intent for a major should
be inferred based on course taking behavior. - This is a student that meets the definition of
concentrator. See Concentrator definition. - Include all students/programs whether or not the
program is being funded with Perkins dollars. - Concentrators that are reported do not need to be
participants in the reporting year. - Exclude all high school students.
11/14/2009
14
15Perkins IV
- Concentrator
- Reporting Guidelines
- Once concentrator definition is achieved the
student is tracked for 5 years or until the
student meets the requirement for transfer,
graduate or placement. - Cohort is redefined each year
- Student may only be counted one time even though
the student meets the criteria for multiple
programs.
11/14/2009
15
16Perkins IV
- Concentrator
- Reporting Guidelines-FAQ
- A student who has declared a career goal/intent
in a CTE area is that student counted in a
cohort? - The student may only be counted in the cohort if
the student has taken a CTE course in the past
five years AND has taken a CTE course in the
reporting year. - If the student has declared a vocational career
goal or intent but has not taken a CTE course you
may NOT count this student.
11/14/2009
16
17Perkins IV
- Concentrator
- Reporting Guidelines-Program
- Guidelines for determining in which program to
report a postsecondary concentrator who has NOT
declared a major but who meets the Basic Cohort
requirements in more than one program include - Reporting the student where they represent the
minority gender in a postsecondary nontraditional
program, OR - Reporting the student based upon the most credits
achieved in a postsecondary CTE program/career
cluster, OR - Reporting the student based upon his/her latest
postsecondary CTE program credits achieved, OR - Report the student where the college needs to
improve enrollment numbers in a program.
11/14/2009
17
18Perkins IV
- Concentrator
- Reporting Guidelines-Program
- In situations where none of the above guidelines
apply, a student who has not yet declared a major
but has completed a secondary CTE program that
articulates to a postsecondary CTE program
provided by the community college district may be
assigned to the appropriate postsecondary CTE
program based on his/her secondary CTE program
completion. - Assume the POSITIVE.

taken any CTE courses (Participant) to be counted
in this section. - Place students in their secondary program unless
PS course taking indicates otherwise.
