- Resolutions are adopted at a Conference,
Assembly, Council and reflect the decision of
Member States - Resolution is not an instrument of the Union but
contains guiding principles (instructions) ?
Recommendations - Resolutions invite MS SM to react, instruct SG
and Bureau to implement the decisions of MS,
invite Secretary General to act on certain areas,
etc - Resolutions guide activities in ITU-T
