  • Virtually all mapping and asset recording systems
    were map based and labour intensive
  • Duplicative data maintenance was the norm
  • SI Private Sector comprised many small firms with
    their major focus being land development

    become aware of a significant deficiency in the
    specification that would inevitably lead to
    increased costs to properly deliver to a client
    the outcome they are seeking.
  • You are aware that cost will be a significant
    factor in determining the outcome of the tender.

  • Ignore the deficiency to the extent that you
    submit a complying tender in full knowledge that
    if you win the tender you will have strong
    grounds to use Contract variations to increase
    your costs.
  • Submit a tender that highlights the deficiency
    and includes a solution and costs to deliver the
    desired outcome to the client
  • Inform the client of the deficiency at the outset
