Purpose Goals
  • The purpose is to achieve higher levels of
    academic performance.
  • The goals of the program are to create a
    financial incentive system for educators and
    increase student academic achievement.

Award Amount
  • Southwest Elementary is eligible for 75,000.
  • Non-Competitive.
  • Selection based on
  • Ranking within top half of campuses with the
    highest percentage of educationally disadvantaged
    students
  • AND
  • Rating of Exemplary or Recognized
  • OR
  • Top Quartile performance for Comparable
    Improvement in Reading or Math.

Two Parts
  • Part I Teacher Awards
  • Not less than 75 of the award

  • Teachers paid by October 15, 2009
  • Part II Additional Activities (mentoring, awards
    for other campus employees, professional
    development)
  • Up to 25 of the award

Proposed CriteriaClassroom Teachers
  • Kindergarten (1,875)- 70 or above of
    kindergarten students will meet 4 out of 5 of the
    following criteria can (1) recognize 18
    uppercase letters, (2) recognize 18 lowercase
    letters, (3) recognize 18 letter sounds, (4)
    recognize 15 numbers from 0-20 and (5) can
    count to 80.
  • First Grade (1,875)- 70 or above of all non-LEP
    and 60 or above of all LEP students at the first
    grade level, can recognize 135 Dolch/high
    frequency words and know 50 sounds/blends
    (according to the El Paso Phonics Test) and 70
    or above of all LEP students will demonstrate
    mastery of 30 out of 40 (75) of the skills on
    the district created first grade math skills
    checklist.

Proposed CriteriaClassroom Teachers
  • Second Grade (1,875)- 70 or above of all
    students at the second grade level progress two
    stages on the Continuum of Writing Development
    adopted by the campus, can recognize 210 Dolch
    words, know 80 blends according to the El Paso
    Phonics test, and average a 70 or above on all
    six teacher created math assessments.
  • Third Grade (1,875)- 70 or higher when all
    third grade level TAKS tests for 2008-2009 are
    averaged together.

Proposed CriteriaClassroom Teachers
  • Fourth Grade (1,875)- 70 or higher when all
    fourth grade level TAKS tests for 2008-2009 are
    averaged together.
  • Fifth Grade (1,875)- 70 or higher when all
    fifth grade level TAKS tests for 2008-2009 are
    averaged together.
  • Collaboration (ALL GRADES)- Teachers will
    participate in 90 of the following activities
    (1) Grade levels will meet weekly to discuss
    planning and intervention for students (2)
    Vertical team meetings will occur to allow
    discussion of content-based instruction including
    balanced literacy, science stations, and math
    alignment.
  • Teachers must meet this criterion in order to be
    eligible for the student achievement award.

Proposed CriteriaClassroom Teachers- Other Areas
  • PE, Music, Title I, Special Education,
    Newcomers (1,875)- 50 or more of the grade
    level teams for the grade levels that the teacher
    provides instruction for must become eligible for
    an award. For example, if the music teacher
    instructs 3rd, 4th, and 5th grade students and
    two of the three grade levels become eligible for
    an award, the percentage would be 66 and the
    music teacher would get the award.
  • Collaboration- Teachers teaching multiple grade
    levels will participate in 90 of the following
    activities during the 2008-2009 school year (1)
    Meet once each week with each grade level team to
    collaborate. These meetings will include
    discussions of changes in classroom schedules and
    other needs that the grade level has related to
    student achievement.

Proposed CriteriaOther Employees- Level II Awards
  • The principal, assistant principal, and
    facilitator will become eligible for an award
    when they have completed 50 or more walkthroughs
    for the year.
  • Qualifier 65 or higher of K-5 students
    pass/meet grade level achievement criteria when
    averaged together.
  • Awards range from 900 to 1,900 depending on
    the position.

Proposed CriteriaOther Employees- Level II Awards
  • The librarian, counselor, nurse, speech
    therapist, diagnostician, and paraprofessionals
    will become eligible for an award when the annual
    evaluation exceeds a Satisfactory rating.
  • Qualifier 65 or higher of K-5 students
    pass/meet grade level achievement criteria when
    averaged together.
  • Awards range from 400 to 1,000 depending on
    the position.

Other Funds
  • Include 1,000 in grant to pay grant facilitator
    to assist grant manager, maintain records, and
    produce information for payroll.

Contingency Plan
  • Funds not awarded will be divided equally among
    classroom teachers who were eligible for awards
    based on student performance until all funds are
    disbursed. (Criterion 1 2 must be met).
  • Teachers in attendance for at least 80 of
    instructional year are eligible for redistributed
    funds.
