Competency and Apprenticeships
  • Apprenticeships have ALWAYS been about competency
  • The concept of time served

Auspicing of CBCs
  • Actions auspiced by COAG agreement and by
    Victorian Skills Statement
  • By December 2006 once apprentices or trainees
    have demonstrated competency to the satisfaction
    of their employer and RTO they will be able to be
    certified by the State Training Authority as
    competent without the need to make special
    application for this or the need to serve a
    minimum time (COAG)
  • The Government will work with industry to ensure
    that early completion is a common feature. The
    key.will be to ensure that the quality assurance
    for RTOs is rigorous (Skills Statement
    Accelerating Apprenticeships)

Wages
  • The two can co-exist or exist separately
  • Fair Pay Commission reference now withdrawn
  • Competency based wages exist only in the
    Engineering trades for now

CBC Progress Outside Engineering
  • Identified needs
  • - inform employers and stakeholders to gain
    acceptance and participation
  • - changes for Group Training
  • - reform of TAFE delivery, communication and
    assessment practices

The two processes
  • Interim system employer driven and is technically
    COAG compliant
  • The preferred way forward is more RTO driven with
    employer consultation
  • Utilises the RTOs responsibility for assessment
    under the AQTF
  • Competency will now trigger contract completion

The preferred model
  • Employer consultation in the development of
    training plans
  • On-going performance dialogue between RTO,
    employer and apprentice
  • Simple and transparent dispute resolution based
    on existing grievance procedures and peer review

TAFE Development Centre
  • Researched and identified good practice models
    already existing in these areas
  • Information workshops in April and May
  • (book now folks!!!)

  • Victorian Skills Commission considers project
    reports and determines way forward
  • Negotiate any changes needed in delivery
    guidelines
  • Employer and stakeholder communication strategies
  • Assessment confirmation by employers
  • Working together to make it happen
