National information society policyBackground
and implementation
  • A national information society strategy, A
    renewing, human-centric and competitive Finland,
    was drawn up during the term of the previous
    government.
  • The vision of the strategy is to reform Finland
    into an internationally recognised and
    competitive competence-based service society with
    a human touch.
  • The Government adopted a resolution on 21 June
    2007 on the objectives of the information society
    policy for 2007-2011.
  • On 21 June 2007 the Government appointed a
    Ubiquitous Information Society Advisory Board.
    The task of the board is to coordinate the
    national information society policy.
  • In autumn 2007 an action programme for
    information society policy will be drawn up. The
    main focus of the programme will be on the
    practical implementation of the strategy and the
    government resolution.

Sectoral priorities of the national information
society policy
  • Developing the information society
    infrastructure, and promoting communications and
    media services and business (Ministry of
    Transport and Communications)
  • Developing public electronic services and the ICT
    environment (Ministry of Finance, Ministry of the
    Interior)
  • Promoting innovation and electronic services in
    social and health care services (Ministry of
    Social Affairs and Health)
  • Utilising the benefits of ICT in education,
    teaching, civil participation, research and
    culture (Ministry of Education and Ministry of
    Justice)
  • Information society affairs related to research,
    innovation, competitiveness and productivity
    (Ministry of Trade and Industry)

Ubiquitous Information Society Advisory Board
  • Chair Minister of Communications Suvi Lindén
  • Secretary-general Deputy Director-General
  • Kristiina Pietikäinen
  • Vice secretary-general Ministerial Adviser
  • Päivi Antikainen
  • Representatives from relevant ministries and
    bodies of public administration, commerce and
    industry
  • The secretariat has representatives from the
    Ministries of Trade and Industry, Transport and
    Communications, Justice, Education, the Interior,
    Social Affairs and Health, and Finance

Tasks of the Advisory Board
  • The Advisory Board ensures the practical
    implementation of the national information
    society strategy.
  • Prepares the action programme for the national
    information society policy and coordinates and
    monitors its implementation
  • Cooperates with other actors involved in the
    information society development
  • Introduces new initiatives to speed up the
    information society development
  • Monitors the international and EU information
    society development
  • Reports annually to Government on the
    implementation of the action programme

Advisory Board sub-groups
  • The following groups and projects will be
    established in connection with the Advisory
    Board
  • Expert group on information security
  • Group on the development of electronic
    identification
  • Group on the development of e-invoicing
  • Project to examine the use of ICT in teaching
    and studying
  • Group on competitiveness of the communications
    industry
  • Group on media and children

Action programme for achieving the aims of the
information society policy
  • Focus on the practical implementation of the
    information society strategy and government
    resolution.
  • Includes the most important measures and
    projects.
  • Will be prepared in autumn 2007 and completed in
    the beginning of 2008.
  • The secretariat of the Advisory Board is
    responsible for the preparation.
  • Consultation of interested parties will be
    arranged during the preparation phase.
  • Approval from the Ubiquitous Information Society
    Advisory Board.
