Identification Tracking (LRIT)
- Adopted in MSC -81st session- May 10th 19th
May,2006 - Into force from 1st January,08
- Amendment SOLAS Chapter -V Safety of Navigation
- Following 9-11,2001, fears about ships can be
used as floating bombs. LRIT will help to
monitor, progress of ships at sea and those ships
might pose a threat.

- Proposal for LRIT was part of MSC,76th,
Diplomatic conference in London from 9th to 13th
DecISPS Code - 2002 - Conference Resolution 3 further work by IMO
pertaining enhancement of maritime security and - Conference Resolution 10 Early implementation
of Long range ships identification and tracking

- Because of the complexities on practical
implementation MSC,76, session referred to Sub
committee NAV COMSAR. - On basis of deliberation in 2002, NAV considered
in its 49th session in July,03 and outcome of its
work was considered by COMSAR in its 8th session
in Feb,04.

- MSC,78th session May-June,2004 agreed in
principle with draft requirements. - MSC at its 80th session in May,05 Working
Group-Extensive deliberations-Proposed draft
requirements to SOLAS amendments on LRIT. - Committee felt Number of outstanding technical
issues ISWG before 10th COMSAR session in
March, 2006.

- LRIT-mandatory equipment for ships 300GT and
more in international voyages Passenger ships
include high speed crafts, cargo ships including
high speed crafts and Mobile Offshore Drilling
Units (MODU) - Ships constructed on or after 31st Dec,08
- Ships constructed before 31st Dec,08

- certified in sea areas A1,A2 and A3 not later
than 1st radio survey after 31st Dec,08 - Ships constructed before 31st Dec,08 certified in
sea areas A1,A2,A3 and A4 not later than 1st
radio survey after 1st July,09. If they operate
in A1,A2 and A3 not later than 1st radio survey
after 31st Dec,08. - Reg. establishes multilateral agreement for
sharing LRIT information for security

- SAR purposes among SOLAS contracting Govts. to
meet security needs and concerns of such Govts. - Reg. maintains right of flag state to protect
information about the ships entitled to fly their
flag, allowing Coastal State to access to
information about ships navigating off their

- New SOLAS regulation does not create or affirm
any new rights of states over ships beyond those
existing in Int. law, UNCLOS nor does it alter or
affect the rights, jurisdiction, duties and
obligations of states. - LRIT information ships to transmit ships
identity, location, date and time of the
position.

- No interface between LRIT AIS.
- Distinctions between the two - Range. AIS is a
broadcast system, where as data derived through
LRIT will be available to recipients who are
entitled to receive such information and
safeguards concerning the confidentiality of
those data have been built into the regulatory
provisions.

- LRIT must interface directly to GNSS or have an
internal positioning capability. - LRIT requires frequency of transmission to be
controlled remotely without intervention on
board. - LRIT transmission frequency to be increased as
security level changes. - At S/Level 1 data every 6 hours

- At S/Level 2 or 3 data every 15 minutes.
- LRIT data can be provided using Inmarsat C,
mini-C or D. Remote control is possible using
these. - SOLAS Contracting Govts. will be entitled to
receive information about ships navigating a
distance not exceeding 1000 N. miles off their
coast.

- LRIT information is provided to Govts. SAR
services entitled to receive through
International LRIT Data Exchange. - Each Administration provide LRIT data centre it
has selected- a list of ships entitled to fly its
flags and its update - Ships should only transmit LRIT information to
LRIT Data Centre accepted by their
Administration.
15Performance Standard and operation of
International LRIT system for Ships
- International LRIT system provides for global
identification and tracking of ships - Administrations may obtain information on ships
from LRIT tracking Services. - Ships do not pay to provide LRIT information but
contacting Govts. pay for LRIT information they
request receive. - LRIT Co-ordinator operates LRIT data centre,
enables and ensures Govts to obtain LRIT

- Information they are entitled to receive.
- Identifies the format and manner of LRIT
information is sent to Govt. - Reviews the performance of Tracking Services.
- LRIT data Centre collects LRIT information
continuously from ships and capability of
maintaining data for at least 40days.
17Long Range Information tracking(LRIT) System-
FUTURE
- MSC-81 set up an adhoc Working Group on the
engineering aspects of LRIT. - This group will meet 3 times between MSC-81
MSC-82 (29th Nov-08th Dec,06) - The first meeting will take place on 21st -23rd
June in Vancouver. - This group will develop terrestrial
infrastructure for LRIT and will report to MSC-82
