- The European Union has a very complete set of
indicators to measure the development of the
Information Society in general. - For the specific question of eGov, a set of 20
indicators evaluates basic public services (12
for citizens and 8 for enterprises) - This metric is insufficient to evaluate a service
out of this list.

- eGOBS uses a different methodology
- It is a metric to evaluate the quality of an eGov
service, focusing the evaluation on the web site
through which it is made available to citizens,
enterprises and other administrations. - It includes measures of

recopilate up-to-date information on the
web-site-based eGov service which is the object
of study - Grade of penetration of Internet in the local,
regional and national context. - Directives regulating its development and use.
- Functional quality, evaluating directly the web

technicians responsible for its installation and
maintenance - User satisfaction (provided by the organization)
