• Attract proposals with critical mass, strategic

• Attract consortia that are manageable and where
  all partners have a clear role and a significant
  task in contribution, e.g.
• Consortia of not more than 8 partners
• In order to avoid cost on your and our side, only
  high quality proposals should be submitted, e.g.
• Over subscription not more than a factor of 5
